The project involves the energy development of the Bercsényi út Primary School building. Address of the building: 5100 Jászberény Bercsényi street 9-13 hrs. 68. The building is municipal property. Intended technical content: The building’s facade is thermally insulated in EPS system, in the thicknesses of the Energy Certificate. We also replace the aged interlocked wooden windows and the 35-year-old windows with riveted, probably gas-free glazing. The new doors and windows are 6 chamber plastic structures with 3 layers of thermal insulation glazing. The slab of the old wing is significantly insulated, the new one is thickened to the standard. The existing gas boiler system in the school’s mechanical premises will be dismantled, and a new soil heat-water heat pump system will be installed instead. The heat pump system provides the heat source side with a new ground probe system to be installed in the green area next to the building. The connection lines of the ground probe system are collected into a dividing-collection shaft from which the heat pump system is fed. The ground-to-water heat pump system (2 units) performs exclusively heating function. Hot water production is locally solved, which is kept. Heat pump equipment is stationary and is equipped with an external circulating pump. Heat pump devices work on a heating buffer storage (through their own circulating pumps), where the existing remaining heating system is connected to the secondary side of the buffer storage via a new circulating pump or pumps to be installed. The heat pump system control is provided by the newly installed heat pump control unit. Thanks to the heat pump system, the School can disconnect from the gas supply, heat pumps only provide heating energy. Only gas boilers supplying the gym are left in the common boiler room. (The gymnasium does not reach the DD value required in this tender, so we cannot upgrade its heat pin in this tender). The amount of additional electrical energy used to operate the heat pump, the majority of which is provided by solar panels mounted on the roofs. Solar system: At the top of the school building, 19.875 kWp DC peak power solar panel system is installed. Solar panel (265 Wp power/solar, 75 solar panel board). The solar panel system to be installed with a rated DC power of 19.875 kWp is expected to produce annual electricity at least 22 000 kWh/year, assuming 2000-2100 hours of sunshine (i.e. 1 kW installed solar panel yield per year is min. 1 100 kWh). The project complies with the equal opportunities and environmental standards set out in point 3.2 of the call. The project has no foreseeable climate risk. The project has no impact on the status of the water, and no water rights permit is required. The technical design documentation and the complete project preparation were prepared on the basis of the criteria for the development of the project described in this chapter. The project meets the other evaluation criteria 1.1-1.7, 2.2, 2.3, 3.2, 3.3, 3.4, 4.1-4.4, 5.1, 7.1, 7.2, 10.1-10.6 The planned development fits the goals of the TOP, professional justification, demand and utilisation are appropriate. The project is well founded. Potential risks have been analysed. The project does not involve the development of a monument building. The project meets the sustainability criteria. The project is linked to projects of other OPs and other measures of the TOP. The project is carried out in settlements with more than 10,000 people. Investment is not exclusionary for any social group. The financial internal rate of return (IRR) is between -4 % and 4 %. The pre-development energy demand of the buildings concerned exceeds 150 kWh/m2a. Area-specific aspects 1. The 5.2.1 intervention of the Jász-Nagykun-Szolnok County Regional Development Programme is the development of educational and educational institutions, i.e. a link with the Programme at the level of intervention. 2. Contribution to the internal territorial equilibrium The energy modernisation of the property affected by the development took place more than 10 years ago. The development is carried out in the beneficiary district under Government Decree No 290/2014 (XI.26). 3. Contribution to economic growth The energy savings achieved as a result of development are above 20 % compared to the average over the last 3 years 4. Contribution to the creation of jobs The planned development is not linked to the production of energy carrier or the processing of live labour activities on the ground.
