Within the framework of the project, 10 municipal buildings will be developed. Of these, 9 buildings will only develop solar systems and 1 building will be complex. The aid application concerns the indicative allocation allocated to the districts of Jászapáti, Karcagi, Kunhegyesi, Kunszentmárton, Törökszentmiklós in accordance with point 1.2 of the area-specific Annex. Mechanical engineering: Design air-to-water heat pump type: WPL 23 E Pump type: up 25/1-8 E Regulation: WPMV 3 + Fe7 Storage: SBP 700E Solar Panel System: 14 TEGREON 260P solar panels, FRONIUS SYMO 3.6-1 Light Inverter The activities of the project are the energy efficiency-oriented development of municipal buildings, the modernisation of their external boundary structures and the development of the Maximum household-sized power plant (HMKE) photovoltaic system to meet its own electricity demand. Among the optional activities that are not self-eligible, installing heat pump systems and connecting heat transmission systems, provided that the building wishing to use the energy source does not fall at least 176/2008 in force at the time of publication of the call. (VI. 30.) Government Decree is implemented under the category “DD — approaching state-of-the-art” according to the certification of the energy characteristics of buildings. Among the activities that are not self-eligible, mandatory to be carried out, Accessibility, publicity and the development of training material and training are carried out. The project complies with the equal opportunities and environmental standards set out in point 3.2 of the call. The project has no foreseeable climate risk. The project has no impact on the status of the water, and no water rights permit is required. The technical design documentation and the complete project preparation were prepared on the basis of the criteria for the development of the project described in this chapter. The project meets all the evaluation criteria 1.1-1.7, 2.2, 2.3, 3.2, 3.3, 3.4, 4.1-4.4, 5.1, 7.1, 7.2, 10.1-10.6 The planned development fits the goals of the TOP, professional justification, demand and utilisation are appropriate. The project is well founded. Potential risks have been analysed. No monument building will be developed under the project. The project meets the sustainability criteria. The project is linked to projects of other OPs and other measures of the TOP. The investment is not excluded for any social group. The financial internal rate of return (IRR) is between -4 % and 4 %. The pre-development energy demand of the buildings concerned exceeds 150 kWh/m2a. Area-specific aspects 1. According to measure 6.1 of the Jász-Nagykun-Szolnok County Regional Development Programme, “Increasing the energy efficiency of buildings and using renewable energy is an important element in the interventions”, i.e. a link with the Programme can be demonstrated at the level of intervention. 2. Contribution to the internal territorial equilibrium The energy modernisation of the property affected by the development took place more than 10 years ago. The development is carried out in the beneficiary district under Government Decree No 290/2014 (XI.26). 3.Contribution to economic growth The energy savings achieved as a result of development are above 20 % compared to the average over the last 3 years 4. Contribution to the creation of jobs The planned development is not linked to the production of energy carrier or the processing of live labour activities on the ground.
