The town of Solt is a district seat in Bács-Kiskun County, on the left bank of the central part of the Danube, on the western edge of the Great Plain. Solt, which was reclassified as a village after the settlement, was returned to the town again in 1997. The capital city is 100 kilometres south, the county seat is 55 km west of Kecskemét and 33 km north of Kalocsa. The basic tasks of the Municipality of Solt are laid down in Act CLXXXIX of 2011 on the basis of which the municipal government is responsible, inter alia, for the development of settlements, the management of settlements and the protection of the local environment and nature. The aim of the project is to upgrade the energy site of the Solti Vécsey Károly Primary School and the Primary Art School at Nagymajori út 24. In addition to the school, the building also hosts a kindergarten with municipal maintenance and operation. The building was built in the late 1980s. The building has been continuously in operation since its creation, but has not been substantially upgraded for decades. The building currently does not meet the conditions for energy saving: it has no thermal insulation, its heating system and doors are outdated, its energy efficiency indicators are poor, the energy rating of the building is currently HH. Maintaining the building entails high energy losses and high costs for the municipality and the Klebersberg Centre. During the planned development, the building’s facade and slab insulation, the replacement of the doors and windows, the complete modernisation of the heating system and the accessibility of the building in proportion to the project will be realised. In addition to the above activities, the following ancillary activities will be carried out: — Project preparation: preparation of project plans, technical preparation; — Public procurement; — Technical inspection; — Engineering services related to implementation: certification, rehabilitation engineering services; — Mandatory publicity tasks; — Compulsory training tasks; Project management. The planned investment has no climate risk and is not subject to authorisation. The direct target group of the project is the children using the school, their parents and the staff of the institution, and the indirect target group is the entire population of the municipality. Energy efficiency modernisation reduces the cost of maintaining the building and reduces the specific energy use, which also contributes indirectly to sustainable development and the objectives of the call. Main results of the project: • Reducing greenhouse gases: estimated annual reductions of greenhouse gases: 99.19 t CO2/year; • Energy efficiency: Reduction in annual primary energy consumption in public buildings: 402 959.90 kWh/year; • Additional capacity of renewable energy production: 12 kWp solar panel system; • The amount of energy from renewable sources: 42.29 GJ/year; • Reduction in primary energy consumption achieved by energy efficiency improvements: 1 344,92 GJ/year. Planned timetable for the project not subject to authorisation: Milestone 1: Implementation of authorisation procedures and preparation of technical plans: Planned until 31.03.2018. Milestone 2: Public procurement: 2018.05.31. Milestone 3: 25 % completion of construction: 2018.06.30. Milestone 4: 50 % completion of construction: 2018.07.31. Milestone 5: 75 % completion of construction: 2018.08.15. Milestone 6: 100 % completion of construction: 2018.08.31. Milestone 7: Physical completion of the project: 2018.09.30.
