Energy modernisation of the buildings of the Vármegyeháza building complex

The aim of the project is the energy renovation of the County Hall owned by Somogy County Municipality and the former Archives. Both buildings are monuments. As a result of the renovation, we look forward to achieving much lower maintenance costs in the case of the County Building. Currently, heating costs amount to millions per month. The current boiler is outdated and the secondary side is partially obsolete. The distribution system is uninsulated, there is a high heat loss in the system. Therefore, the primary side of the heating side will be completely new, combined with renewable energy, the secondary side will be partially upgraded as required. Among the energy efficiency improvements, due to the historic state, the attic floor will be insulated, the fallen damaged plaster will be modernised with perlite plaster on the inner courtyard side. It is not possible to install a plate thermal insulation system. In addition, the doors and windows are being upgraded, taking into account the preservation of historic values. In the case of the former Archives, we want to create the infrastructural conditions for economical operation for the new function and operation as a museum. This will involve the replacement of doors and windows, attic roof insulation and perlitation of facades in the field of energy efficiency. The heating system will be fully rebuilt, which will be connected with renewable energy. Here, the fossil (gas)-based system will be completely replaced. Accessibility of the building will be carried out in proportion to the project. The project is fully in line with the call for tenders, as we plan to invest in building energy on a scale that significantly reduces CO2 emissions and increases the share of renewable energy consumption. After the complete renovation of the building, the energy efficiency will generate 510.28 t CO savings. The rationale for the project is the significant operational cost savings that can be achieved by the development. The current overhead costs exceed HUF 40 million per year, which can be drastically reduced by the realisation of the investment. According to our current expectations, the energy cost of the building could be around 10 MFt after the investment. Furthermore, renewable energy equipment is not widely used in the area, so by implementing the development we want to contribute to the awareness-raising of the residential and municipal spheres as well. Necessary interventions per building within the framework of this project: In the building of the archives: • Perlit blinded thermal insulation for the entire building facade, attic floor insulation, pedestal thermal and waterproofing. construction of VRV renewable energy heating and HMV system • Building of a secondary (heat take-off) circuit • Renovation of doors and doors and doors and windows • building a solar panel system on the roof to produce renewable energy • modernisation of lighting • accessibility for the building of the Megyeháza: • thermal insulation on the inner side of the building, insulation of the attic floor • construction of a condensing boiler + VRV heat generating system • modernisation of the secondary (heat take-off) circuit • replacement of doors and windows, renovation of doors and windows • solar panel system installed on the roof for the production of renewable energy • lighting modernisation The project is in line with TOP-3.2.1-16, the installation of facade thermal insulation and solar panels is an eligible activity, and mechanical modernisation is an optional activity. In the framework of the project, floor insulation will also be implemented. In addition, the accessibility required by the call (Conditions for accessibility will be developed during project development), training and publicity will be ensured. The project also includes professional tasks related to the investment: preparation, project management and awareness-raising actions in the framework of marketing. As a result of the project, the sustainability, usability and occupancy of the former Archives building is greatly increased. In addition to its primary environmental impact, CO2 emissions and renewable energy production, the project provides the right conditions for the transformation of the building into a museum and the conditions for long-term operation. If the grant is awarded, the technical plans will be drawn up in detail after the grant contract has been concluded, permits will be obtained and the contractor will be selected as part of a public procurement procedure. Works are expected to start in September 2018. The project will be completed by 28 February 2020 as planned. The project will be implemented by Somogy County Municipality based on its own capacities, and no consortium agreement will be concluded.
