The project will be implemented in the following action area designated in ITS: Alsóvárosi körút-Jószentsét út-Building Road-May 1 Road-ÉRV Zrt. site-internal border. In the action area there is a segregation of Hámán Kató út, the border of the HCSO, which is part of the action area in its entirety: West side of the school-Hámán K.u.-Béke tér-May 1 road-Egyháza dűlő-anonymous street Segregation indicator (proportion of people with no more primary education and no regular work income in active age) in segregation is 40.7 % based on the 2011 Census. In particular, the population of segregation is 928, which in 2016 is 570 people according to the local government register. We have submitted an application for funding for ESF activities under the TOP 5.2.1 scheme, so far no funding decision has been taken. The action area was classified as the middle class’s residence until the 1980s, and the employees and families of the BVK lived in the Council’s rental apartments. It was a serious social and community scene, since at that time city festivities were concentrated there. As a result of the continual modernisation of the city, the wealthier social strata gradually moved to the newly built parts of the city. Low-status residents remained in the area, to whom people with low educational attainment, low incomes, first of all becoming unemployed after the change of regime, most of whom were Roma, moved by moving from surrounding settlements, less developed areas of the city. In recent years, the condition of the area has deteriorated, and many flats in block buildings and condominiums have become uninhabitable. In many cases, the occupants used all movable and combustible windows, built-in furniture, and did not take care of the values of the building. The refurbishment of these old dwellings of inadequate quality is no longer economical or technically impossible. With the continuous devaluation of the area, such as the arrival of low-income people and the shrinking population, the purchasing power of the inhabitants of the area has decreased, so many former commercial, service units and catering units have closed down in the service houses serving the area for more than 10 years. The use of these, mostly privately owned properties, is not expected in the future, so it is justified to dismantle them. At the same time, it is important for those living in the area to improve their quality of life and to better serve them. To this end, we plan to create a Community space in one of the remaining parts of the property owned by the local government, which would accommodate several programmes of the ESF project. There are 2 major public institutions in the action area: medical on-call, dental practice and the Club of Elderly. The approach of both institutions is cumbersome, problematic in terms of parking, safe walking, car and cycling in the surroundings of the buildings, which needs to be improved. The aim of the developments is to: social integration of communities living in the action area, especially in the area affected by segregation, improvement of the environment of those living there, and the resolution of segregation in the action area. To this end, we provide more comfortable housing conditions for 16 families living in the segregated area in other intervention areas of the city (e.g. Jókai Square and Egressy Road) — to be clarified during the preparation phase — in compliance with the relevant requirements of the call for applications. In order to carry out community and employment actions to be organised for the population living in the action area, we will create a covered community space from the vacant property on May 1st, and we will create a community garden to facilitate the employment of people who are permanently unemployed. The community space would be operated by the Kazincbarcikai Social Service Centre in cooperation with the nearby Don Bosco School. In connection with the community garden, we would also create new parking spaces to relieve the parking tensions in the action area. As a result of transport investments (road development, pavement modernisation, parking space design) the availability of the medical on-call service on May 1st, the dental clinics and the Elders’ Club in Peace Square will be improved. In the area of segregation, part of the empty properties in the Service House on May 1st will be dismantled, we arrange the public space, we will park it, and we will eliminate the area loaded with debris and illegal garbage, and in its place we create a green surface zone. As part of public space developments, we also develop the playground next to the medical emergency room in the action area. The proportion of residential activity is 41 % of the project budget.
