Employment Cooperative for Baranya’s catching up 2020

The development is in line with the objectives of the call and fulfils them, contributes to the implementation of the training and employment programme of the county employment cooperation (pacts), the expansion of employment by implementing action plans at local level, and the training and location of the target group. The project contributes to the objectives of the Integrated Territorial Development Programme of Baranya County as follows: —developing local economies through local product and service development, which contributes to the catching-up of disadvantaged social groups and areas, economic growth and job creation. (area specific assessment criterion). development of human resources capable of responding to market needs: The project implements trainings tailored to the needs of the market. The aim is to increase the prestige of the professional and trained workers’ careers and to provide dual training in line with market needs. —creating an economy capable of sustained growth: Through partnership, we will strengthen relations between economic operators and market access for local products. This will also contribute to economic growth and job creation. (area specific assessment criterion). —promoting social convergence: The project contributes to social inclusion and inclusion through training for disadvantaged groups (low-skilled, unemployed women, young starters and long-term unemployed, etc.). Training and wage subsidies improve the income situation of the target group. This also contributes to internal territorial equilibrium (area specific assessment criterion). —The project contributes to the implementation of the indicators undertaken in the county’s Integrated Territorial Programme with the indicator values set out in the point of monotoring indicators. They also fulfil the project’s area-specific assessment criteria. This project pays particular attention to the development of human resources needs of child care capacities in line with projects supported by ERDF under TOP Thematic Objective 8. The planned trainings will ensure the basic HR needs of ERDF projects. The envisaged partnership/pact is based on a broad social base. Based on the results of the TÁMOP-1.4.5-12/1-2012-0018 project implemented in 2015, we continue to contact the entrepreneurs, the B.M.I.K.K. Chamber and the professional and non-governmental organisations supporting employment in order to involve the widest possible professional circle. In addition to the partnership, we also build on the experience of the pact programmes implemented in the county in previous years. The functioning and sustainability of the Pact will be explained in detail in the Feasibility Study (MT). Territorial delimitation of the project: this project covers the entire territory of Baranya county, except Pécs and the district of Pécs. In line with this, the tender of Pécs M.J.V. Self-government is based on the administrative area of Pécs and the district of Pécs. The coordination of the two projects will continue during implementation and their timetable will be explained in MT. Detailed development ideas and risk analysis will be developed in MT. When designing the project, the activities of the Pact elements and the training and employment elements are interlinked. This is explained in MT. The project implements the requirement of equal opportunities, seeks positive discrimination against disadvantaged target groups and promotes their representation among its partners (e.g. Roma organisations). The active tools used in the project play an important role in preserving the link of jobseekers to the labour market, managing transitions, changing status, and increasing economic activity. They also contribute to improving competitiveness by helping to maintain the labour capacity of the workforce, meeting the labour needs of enterprises, and by providing targeted support to reduce the employment costs of newly recruited workers. The programme pays particular attention to improving the labour market situation of the low-skilled, unemployed women, young start-ups and long-term unemployed. The mentoring service explores inactive people in the county and helps them to enter and find their job in the labour market through the provision of personalised services. We coordinate the implementation of the 3 GINOP projects currently operating in the county and the Employment Pact and ensure the coordinated use of target groups and active employment policy instruments for the projects. Within the framework of the employment agreement at county level, support for economic and employment development cooperation and a programme related to the training and employment of the target group will be implemented throughout Baranya County.
