The overall objective of the Somogy County Employment Pact project is to contribute to Somogy County and local human resources development, employment promotion and social cooperation; and to contribute to the convergence of Somogy County, internal territorial equilibrium and strengthening social cohesion. Specific objectives of the project: Support the training and employment programmes of Somogy County, increase the scope, effectiveness and efficiency of the relevant programmes, increase employment through the implementation of action plans at local level, provide employment for jobseekers, and develop the human resources needs of child care capacities supported by ERDF funds under TOP Thematic Objective 8. The operational objective of the project is to increase employment and strengthen economic competitiveness: establishing cooperation between Somogy county actors with a role in the field of employment, facilitating the flow of information, methodological assistance of local employment pacts, coordination of their interventions, implementation of training and employment programmes and labour market programmes of employment cooperations in Somogy County. The Somogy County Assembly set out the following principles when delimiting the area of operation of the county, the county pact and the local pact: Took note of the fact that the local government of Kaposvár, as requested in the application for the call number TOP-6.8.2-15 “Local employment cooperations in the area and in the urban area of the city with county rights”, represents the administrative area of the city with county rights. The territorial scope of the county pact — with 50 % (proportionate) indicator commitment — is the administrative area of Somogy county, excluding the area of the Compact of the City with county rights. The direct target group of the project can be divided into 2 groups: 1.) the county employment pact and 2) the target group for labour market activities. 1.) the target group of the county employment pact is: Somogy County Municipality, Somogy County Government Office Employment Department, Kaposvár County Municipality, Hungarian Chamber of Commerce and Industry, representatives of the Hungarian and Somogyi Chamber of Commerce and Industry, employers‘and employees’ representatives, Somogy County Regional Chamber of Entrepreneurship, Public Foundation of Somogy County Business Centre, Somogy County NGO and non-profit sphere, social cooperative, minority self-government, non-profit organisations and enterprises providing labour market services. 2.) the target group of labour market activities is located in Somogy County, except Kaposvár: jobseekers with low educational attainment (ISCED 0-2), young people under the age of 25 or early jobseekers under the age of 30, people over 50 years of age, GYED, GYES, child-raising allowance, pregnancy-children’s allowance or care allowance, jobseekers registered for 6 months as jobseekers, adults living alone in their own household with 1 or more dependent persons, people receiving replacement employment benefits, people at risk of long-term unemployment, people with disabilities, persons belonging to Roma nationality, young people who have completed full-time education for at least 2 years and have not yet been in regular paid employment, inactive persons. The indirect target group of the project is the population of Somogy County, state organisations, businesses and the non-governmental sector. In order to achieve the above-mentioned objectives, the following 2 activity groups will be implemented under the project: 1.) Activities related to the Employment Pact and (2) Labour Market Programmes. 1.) activities: Establishment and operation of the County Employment Pact and Pact Office. Implementation of min. 2 documented partner meetings within 6 months. Pooling the operational experience of the Employment Partnership. Employment development support documents e.g.: feasibility study, preparation of an employment strategy. Performing the tasks of a forest organisation. Activities related to local product and service development. Supporting the development of the social economy. Preparation of detailed documentation of the project process. Ensure publicity and project management. Cooperation with the State Secretariat for the Labour Market and Training of the National Economy. Helping to implement government measures. Involvement of the local branch of the Hungarian Chamber of Commerce and Industry as a member of the Compact. To obtain a qualification. 2.) activities: Implementation of the part of the labour market programme aimed at supporting wage subsidies and self-employment. Implementation of the part of the labour market programme related to training support. Provision of labour market services. The project will be implemented in a consortium partnership; Somogy County Municipality as consortium leader, while Somogy County Government Office appears as consortium member.
