Among the specific development goals/resource allocations, the project concerns the following in the knowledge of the participating municipalities: Tokaj-Hegyalja-Zemplén region (54 settlements). The aim of the project is to implement training and employment programmes in partnership between the public and economic spheres and to help disadvantaged workers with disabilities to work. The expected results are in line with the source and indicator planned in the ITP and the requirement for a TOP resource-proportionate result. Number of participants in labour market programmes under the Employment Pacts: 350 people; number of jobseekers: 115 persons; number of jobseekers employed six months after the grant: 75 people. Labour market programmes are implemented through the coordination of county and local employment cooperation. We want to reach out to the beneficiaries of all categories of the programme’s target group with equal weight. Our priority is to define the employment guidelines of the county and to establish cooperation frameworks. Within the framework of the Local Pact, employment and economic development cooperations will be supported, programmed and integrated, covering the geographical area of local cooperation, and programmes related to the training and employment of the target group. The communication activities of the local employment pacts (employment information website and background database) will be made available and facilitate the development of the projects needed to create jobs. The preparation of company, labour market and vocational training analyses and corporate contacts are carried out in cooperation with the B-A-Z County Chamber of Commerce and Industry (BOKIK). The development of social enterprise projects will be encouraged. By working closely with the Pacts, it ensures the involvement of local actors and the integration of the annual work plans. It is important to assess the employment profiles of the workforce and jobseekers and to identify the necessary training and counselling needs. Training and employment can be started with the prior approval of businesses. The communication tasks in Principal Activity 1 (including company requests) support the tasks of Key Activity 2. The project favours the participation of disadvantaged people, people with disabilities and inactive people in the labour market, and work experience combined with training. In addition to wage subsidies, they support the travel of the target group and the human resources needs of business development from the priorities of TOP and EDIOP ERDF. The project puts emphasis on the protection of the county labour market. Local government, BOKIK and the government office will be members of the governing board of local employment pacts. The government office is in daily contact with the target group for jobseekers and the chamber with the target group of companies. The target group will be further reached through local pacts and social support and civic communities. Borsod-Abaúj-Zemplén County Municipality is also involved in the implementation. During the preparation, a number of consultations took place between the actors involved. The cooperation shall be based on a work plan-based task planning. There is a risk that the workforce corresponding to employment needs is unavailable or that larger enterprises do not undertake to maintain the statistical staff of the previous year. The project should be coordinated with other state-funded labour market programmes provided by the Government Office. All three factors put at risk the achievement of indicators and the use of resources. Reducing risks requires active communication with businesses, matching job profiles to real needs and improving job-seekers’ competences in the labour market. The project will help to stimulate the creation of new jobs and to maintain the population by improving the success of job search, to improve the quality of life, to maintain the ability to work and to help those who want to settle in employment. We will ensure the functioning of the Pact organisation in the long term (beyond the funding period) by employing appropriate specialists. The project will be implemented in a consortium. The tasks of performing the main activity I and ancillary activities, project management and compulsory publicity are carried out by the local government, the main activity II and the tasks to which we have assigned costs are performed by the county government office. During the implementation of the project, we cooperate with the Ministry of National Economy’s State Secretariat for the Labour Market and Training, and we will take into account and follow the methodological guidance provided by the Ministry of National Economy.
