The Pact project supports the improvement of the employment situation at district level, the preservation of existing jobs and the creation of new jobs, based on regional economic conditions and specific needs. The main aspects are to prevent migration, to keep the workforce locally and to create new employment opportunities for the provision of skilled workers in order to ensure that the Jászapáti district can employ as many people as possible and as high-quality as possible. Finding a properly qualified workforce is a growing problem for businesses in the region, which already threatens daily operations.The main objective of the project is to contribute to the recovery of the economy in the long term, so that the target group has access to new skills that help them improve their labour market status and achieve a lasting presence in the open labour market. Within the framework of the Pact, 179 disadvantaged jobseekers participate in a labour market programme, the successful enrolment and new skills of 32 people, the recruitment of 78 people and the further employment of 50 people through support. In the labour market activities of the planned programme, disadvantaged persons and inactive persons wishing to work in 9 settlements in the area of Jászapáti district can be included, who have a residence address in Jász-Nagykun-Szolnok County. The pact project described in this grant application will be implemented in the form of consortia: In addition to Jász-Nagykun-Szolnok County Government Office and “Jászapáti is our city!” Foundation. The main applicant operates the Pact office and ensures the performance of project management tasks.The main applicant participated in the implementation of several projects, so the staff involved in the implementation of this project (1 main pact office manager, 1 project manager, 1 financial manager) have the necessary professional knowledge and experience. The Pact Office will be set up at the head office of the main applicant, where project management and programme coordination tasks will be carried out. The Government Office is responsible for organising and managing the training of the target group and for the coordination of employment subsidies, and for the financing of training grants and allowances for various types of employment. In order to carry out the project, the Government Office plans to employ 1 main professional manager and 2 professional implementers, as well as to provide 2 persons with a target task. The job profiles are established taking into account clear responsibilities, cost-effectiveness aspects and fixed-term appointments.The internal number of the project is determined according to the size and the time course of the tasks specified in the development. The Government Office shall be available for the buildings, intangible assets and tangible assets necessary for the operation of the project, and the tasks shall be carried out in its own property. The employment departments of the district offices are suitable for receiving the staff involved in the project. The purchase of the equipment to be procured is justified in order to work efficiently and of the required quality by the professional developer(s). “Jászapáti is our city” Foundation provides labour market services for disadvantaged jobseekers.The tasks will be carried out by 3 persons, 1 person will perform the necessary activities on a full-time basis and 2 persons will perform the necessary activities on a part-time basis. The professional developers meet the requirements of Decree No 30/2000 of 15 September 2000 of the Minister for Agriculture and Rural Development in terms of their professional experience and qualifications. Their planned salary will be paid under a contract of entrustment. In order to carry out the tasks, it is carried out in the public and cultural premises of the organisation’s headquarters and in the various settlements of the district, the nature of the activity (e.g.: individual, group form). Preparatory activities for this grant application took place in the summer of 2016 (June-August). The Preparatory Action was co-ordinated by the Municipality of Jászapáti. During the concept development phase, the Municipality developed the framework, the professional content and the process of implementation of the project, with the involvement of the stakeholders. At this stage, the representatives of the target groups were also involved, the interest representatives in the area concerned, the key actors of the region and the bodies authorised to give an opinion were involved in the development of the project plan.The Government Office provided the most recent data necessary for the analysis of the situation and shared the most important experiences with the target group and the district employment situation.
