The objectives of the project are: — strategy objectives: increasing employment levels, raising skills levels and strengthening partnerships, — headline targets: Establishing a regional employment pact, matching labour demand and supply, cross-sectoral cooperation based on specific needs, matching training and labour needs The direct objective of the project, from which it expects concrete results: the development of the South-Vas County Employment Pact, the establishment of the management organisation, the support of its training and employment programmes, the expansion of employment by implementing action plans at local level, the training of jobseekers, the preparation of their access to employment, and for this purpose it is important to involve the widest possible public and to improve the flow of information. The project contributes to the objectives of Vasvár Municipality and the Consortium as a whole by helping to increase the level of employment in the city and its region, reducing the problems generated by high unemployment (families in difficult financial situations, resulting in low mobility and poor demand for vocational or retraining, social assistance from the municipality, health and mental problems, etc.). Target groups of the project: — people with low educational attainment, — young people under 25 or start-up jobseekers under the age of 30 (priority target group covered by an apprenticeship programme), — over 50, — returnees from GYED, GYES, or single adults with at least one child, — recipients of replacement employment allowances, — people at risk of long-term unemployment: O persons registered as jobseekers for at least 3 months and to whom the employment agency has not been able to offer a suitable offer of employment during that period; O holders of outdated professional qualifications; — people with disabilities, — persons belonging to Roma nationality, — inactive. Key activities in line with the objectives of the project: — establishing cooperation between the employer, municipalities, training institutions and other organisations supporting employment in the districts of the South-vas region, — setting up and operating a compact office and a labour market service office aimed at implementing the agreed Pact strategy, and directly connecting potential employers and employees, — supporting employers and employees with wage subsidies, compensation for earnings, training and travel expenses, etc. The project is carried out in a consortium of members of Vasvár Municipality, Vas County Government Office, West-Pannon Nonprofit Kft. and Vas County Municipality. Division of responsibilities between members: — The task of the consortium leader is the professional coordination of the entire project, the establishment of the Employment Pact, the establishment and operation of the Pact office, the preparation of the Pact documents, the provision of the wide publicity. The Vas County Government Office, as a mandatory partner, participates in the project. It is responsible for providing support to the target group and other professional services. — West-Pannon Nonprofit Kft., which is the third partner, participates in the provision of labour market services in the region and in the complementary ESF activity related to local product or service development. — The Vas County Municipality, involved as the fourth partner, performs project management tasks, thereby ensuring the professional and scheduled use of the aid granted. Experts involved in the implementation of the project: — In the case of the Municipality of Vasvár, the professional coordination will be carried out by Pálláné Dr. Erika Lakics, sub-notary and resident Teréz, as well as 1 full-time employee with at least secondary education and 2 years of professional experience in the future Pact office, as well as a professional manager with a higher education degree with 2 years of professional experience. — The labour market service office of West-Pannon Nonprofit Kft. has 1 service team leader, 2 staff recruiting, selection, service, mentors, all of them have a qualification in accordance with Decree No 30/2000 of the Minister for Agriculture and Rural Development and have at least 2 years of professional experience. — At the Vas County Municipality, which is responsible for project management, 1 project manager and 1 financial manager performs project-level management tasks (professional CVs attached to the application form). The following infrastructure background is available during the project: — Office accommodation: the Pact Office, the Labour Market Office and the local base of the government office will be in Vasvár. — Instruments: purchase of office technical equipment for the operation of offices.
