Development of infrastructure in the southern economic zone of Debrecen

In the Integrated Urban Development Strategy of the City of Debrecen, 3 non-social urban regeneration action areas (ATs) have been defined, one of which is the Southern Industrial Park AT, which includes the area of the Southern Industrial Park. The area is south of Debrecen Airport. Its importance is that other industrial areas of the city have only a limited number of built-in areas and are not sufficient to meet the needs of businesses wishing to set up. The advantage of the action area is the proximity of the main road 47 and the airport, but the total lack of physical line infrastructure, which is currently a major obstacle to the exploitation of the site, should be mentioned as a disadvantage. Exploitation is also hindered by the fact that the current utility network is not suitable for serving the needs of the Southern Industrial Park without further development. The industrial area affected by the development is the area of about 200 ha owned by the local government, Debreceni Vagyonkezelő Zrt. and Civis Ház Zrt., which will be developed in parallel with Mikepércsi út from the south of Debrecen Airport towards Mikepércs. Due to the heterogeneous ownership structure of the area concerned, the aid application is submitted in a consortium formed by the owners. In order to increase the industrial area, asset acquisition procedures for neighbouring properties are ongoing. The area affected by the development is registered as an industrial area in the regulatory plan of the City of Debrecen. Areas which were subject to an acquisition procedure at the time of submission of the aid application will be reclassified once they have taken possession. The Government Decree 75/20115 (III.30.) on declaring administrative matters related to the establishment of an industrial site a priority from the national economic point of view in the development area designated in the project. The development of the route of individual line infrastructure networks is carried out outside the boundaries of the industrial area. Among the self-eligible activities identified in the call for proposals, the development of industrial areas and existing ones, brownfield or greenfield investments/construction, conversion, renovation, extension, upgrading, upgrading and upgrading of the basic infrastructure of industrial areas, as well as the development of basic infrastructure outside the boundary of the site, are among the improvements planned in the framework of the action referred to in point 3.2 of the call, with the construction of two public utilities, the following basic infrastructure networks: Communication, duct network: phase I of the IT duct network (first side entry) is connected to the public utility yard I on the route of Kerekestelep — Mikepércsi út. In order to ensure operational security and to supply the northern areas, the second-side redundant feed-in will be carried out in phase II from the Kanal street on the TESCO roundabout — Mikepércsi Road trail to the public utility yard I. The route to Public Work Station II, planned in the southern industrial area, runs on both sides of Mikepércsi Road. Drinking and sewage sewerage/Channel replacement/Inspiration: The planned drinking water pipe in the southern part of the development area comes from Pöltenberg street in parallel to Mikerpércsi út, to the public utility yard I. The sewage disposal of the public utilities is connected to the main junction of the waste water from Mikerpércsi út. According to the preliminary planning, the planned backbone line from Public Work Station I runs parallel to Mikepércsi Road to Public Work Station II. The planning of the water supply to the northern part is under preparation. The planning documentation related to the replacement of the sewers in the industrial area is available, and the decontamination report has been prepared. Gas network: The planned line starts from the high-medium pressure pipeline in the Gas pipeline street. In accordance with the regulatory plan, it is planned to run parallel to the Canal Street to the airport and then bypass it from the north-east to the connecting point of the southern area, the public utility yard I. Electrical supply: Discussions with E.On Zrt., as a public utility service provider, were launched with regard to the provision of electrical supplies. Road construction: The planned road construction will take place in two stages. Part of Stage I is a section running parallel to Canal Street, the design documentation of which is under authorisation. The road section from Tesco roundabout to Halász Street will be implemented as part of Phase II. The area concerned by the development is located next to Debrecen Airport, and the planned development does not include any activity for the development of airport infrastructure.
