Construction of the basic infrastructure of the Sopron Innovation and Technology Centre Phase I

The aim of the project is to develop the municipal business infrastructure necessary for local economic development with a view to strengthening local entrepreneurs and increasing employment. In order to generate new investments in Sopron, the city must actively promote investment: One of the key elements of the investment incentive is the necessary infrastructure development, with the development of basic industrial infrastructure and fully-developed land with a locally owned, attractive road connection for both investors and the local SME sector. As part of the project, the ITC development phase I will be realised in the Southeast Industrial Area of Sopron in the order of 25 ha. With the implementation of the project, new job opportunities will be created in the long term, increasing employment through the development of the business premises and the improvement of their operating conditions. Increasing the number of businesses using business infrastructure will improve economic activity and increase competitiveness. The development of the industrial area will be carried out as self-eligible activities under the project: in accordance with point 3.1.1(B)(a) of the call, the construction of the basic infrastructure, the construction of a traffic area and the investment in basic infrastructure outside the boundary. In addition, the renovation and development of local roads and junctions owned by local governments that create or strengthen the availability of the industrial area in accordance with point 3.1.1(b)(d) of the call will be carried out. The location of the implementation of the investment is currently owned to a lesser extent by the applicant, and the additional necessary properties will be owned during the project development phase. The condition relating to the land use classification of the area to be developed will be met for all areas — classified as an industrial or special area in the urban planning plan of the city — until the first payment application is submitted, or it will be verified until the conclusion of the contract that the process of reclassification of the land use classification is ongoing. In the framework of the project, only road development improving accessibility and basic infrastructure investments outside the boundary will be implemented outside the boundary for the sole purpose of the development of the basic infrastructure within the boundary and directly linked to the development. The construction costs eligible for the project are determined taking into account the Construction Cost Estimates for the current year. The investment meets the requirements of an adequate level of accessibility. The project does not include energy efficiency improvements. No asbestos or other asbestos-containing material is found in the area concerned by the development. During the implementation of the project, the Beneficiary shall comply with the information and publicity obligations laid down in the applicable legislation, and shall provide information on the project and the support in the manner and content specified therein. There is no real estate change in the project. The Municipality shall comply with the environmental and equal opportunities legislation applicable to the project, preserve the protected natural and cultural assets that may occur in the area affected by the project, and shall eliminate the environmental damage existing or caused by the investment and the non-compliance with the law in terms of equal opportunities at the latest during the implementation of the project. In public events, communication and behaviour related to development, the need for support is expressed as a sense of opportunity: it does not mediate segregation, reduces existing prejudices for groups. When planning space use and transport connections, the applicant for support shall take into account and enforce the principles of universal design. Section 31 of Act CXXV of 2003 on aid applicants. Has a local equal opportunities programme in accordance with paragraph 6. Since the investment is carried out as a greenfield development on the outskirts of the project, before the start of the project, an environmental review of the environmental elements and systems affected by the project will be carried out at the latest at the time of the completion of the milestone for the content and technical preparation of the project during the project development. The applicant for support declares that the project has no foreseeable climate risk and that the project is resilient to climate change and natural disasters. The project’s implementation or results are not endangered by extreme weather events or other weather risks. The development is in line with the objectives of the call, it fulfils and contributes to the objectives set out in the call.
