The Municipality of Sopron MJV intends to implement the development of the Innovation and Technology Centre (ITC) of the Modern Cities Programme in the south-east of the city. The development includes the construction of an industrial park, the construction of an incubator house and the construction of public utilities and transport infrastructure affecting the area. The following support decisions have already been taken for the implementation of the complex development: In December 2016, the Municipality received a grant of HUF 1.5 billion to implement the project TOP-6.1.1-15-SP1-2016-00001 — Building the basic infrastructure of the Sopron Innovation and Technology Centre — Phase I, which includes the construction of a gas, water, sewerage, road, car park, electrical, telecommunications, communication and energy networks of 25 ha. The industrial area will be developed in cooperation with NIPÜF Zrt. At the end of 2017, a further 3.5 billion HUF was decided by the sponsor to implement the development TOP-6.1.2-16-SP1-2016-00001 entitled ‘Establishment of an Incubator House in the area of the Innovation and Technology Centre’, under which a building with a net floor area of 5 000 m² (workshops, offices, common and service areas) and the basic infrastructure of the surrounding 3.5 ha area will be built. The planned development area is located near the Sopron-East junction on the M85 expressway Sopron — Csorna. The objective of the present project is to ensure the accessibility of the industrial areas to be developed from the M85 Sopron-East junction on the national road No 8645 leading to Harka, a circular junction to approach the area of the industrial park, as well as an exploratory road to the industrial park with the necessary utilities. As a consortium partner, the National Infrastructure Development Zrt., as defined in the legislation on the management of national roads, will be involved. With the implementation of this project, the synergy of the related projects will create new, high-quality jobs in Sopron, as a result of the increase in the number of enterprises using business infrastructure and as a result of active investment promotion, economic activity and local competitiveness will be improved. In accordance with point 3.1.1(b)(d) of the call, the development of roads and junctions to ensure the accessibility of the industrial area (which is also an investment in basic infrastructure outside the boundary) will be implemented as eligible activities under the project. Accessibility, asbestos removal, energy efficiency measure, deployment of electric charging infrastructure are not relevant. Ownership and land use classification is organised during project development. Greenfield industrial development is justified by the lack of availability of brownfield areas with suitable facilities in the city. During the implementation of the project, the Beneficiary shall comply with the information and publicity obligations laid down in the applicable legislation. Until the first milestone, together with the full technical documentation, an itemised design budget will be attached. The budget of the project is adjusted to market prices, realistic and economical. There is no real estate change in the project, no apportionment is relevant. The Municipality shall comply with the environmental and equal opportunities legislation applicable to the project, preserve the protected natural and cultural assets that may occur in the area affected by the project, and shall eliminate the environmental damage existing or caused by the investment and the non-compliance with the law in terms of equal opportunities at the latest during the implementation of the project. When planning space use and transport connections, the applicant for support shall take into account and enforce the principles of universal design. Section 31 of Act CXXV of 2003 on aid applicants. The applicant declares that the project complies with all environmental and equal opportunities legislation and has no impact on energy use, environmental status of the project environment, water status and climate change.
