The aim of SMJVÖ is to contribute to the expansion of the number of marketable, opportunity-oriented enterprises (especially local start-ups, SMEs) based on quality entrepreneurship, through the creation of a new self-owned incubator house. The main objective is to ensure that the companies set up in the incubation period are strengthened so that they can contribute to employment and high added value in order to increase GDP, repatriate some of the workers who commute to Austria and thus strengthen the national economy. As the infrastructure to accommodate the development is currently not available in the city, the facility should be implemented as a greenfield investment, ideally located in the south-eastern part of Sopron, where there is a significant amount of land that can be built on, without any improvement, and currently used for agricultural purposes, and the M85 expressway will offer an excellent opportunity to explore the future Sopron-East junction. However, local government-owned areas are not located here, so the project preparation involves the acquisition of real estate (3.49 ha in total) and then internalisation. The development of industrial basic infrastructure on adjacent plots of land would be closely linked to the incubator. Of the activities eligible for autonomous support, the following shall be implemented: construction of real estate to be used for incubation activities for industrial development and industrial development services; the establishment of common spaces and workshops; C) construction of basic infrastructure within a boundary (public utilities, electricity lines, moving surfaces, car parks) or investment in basic infrastructure outside the boundary; the purchase of production and service equipment necessary for carrying out incubation activities and for use in joint workshops. POINT 3.1.2.1. Relevant mandatory activities (accessibility, energy efficiency, publicity, recharging point) that cannot be independently supported will also be implemented. The project also includes the development of information communication technology, the development of parking space and bicycle storage, as well as the utilisation of renewable energy. The I and II/A phases of the incubator house (innovation centre) with both office and workshop facilities have a total useful floor area of 5 000 m², which includes, in addition to rentable units, the necessary groups of premises for the central management of the Industrial Park and the public spaces (premium, café/restaurant, lecture hall). Service incubation activities provide services to established industrial enterprises. Beneficiaries of incubation development may be established micro, small or medium-sized enterprises which can continue their activities in the incubator for up to 3 years from the date of their registration. The currently privately owned areas affected by the development will be transferred to municipal ownership until milestone 2 is achieved (unallocated joint ownership is therefore not relevant). The development concerns other areas only in the case of track-based infrastructure developments (road development to improve accessibility, construction of utilities). Up to the milestone for project preparation, together with the complete technical documentation, we attach the itemised design budget, which includes the codes of the norm collection indicated by the designer for each item. The equipment to be procured complies with the relevant European directives, standards and the Hungarian regulations, standards and environmental protection regulations harmonising them. The assets to be procured in the project are purchased from a commercially commercially traded supplier that is a trader or a manufacturer, subject to standard warranty and warranty conditions on the market. The project’s budget is compiled according to market prices in a realistic and economical way. Complete, complex (physical and infocommunication) accessibility is planned in accordance with the requirements of the OTÉK. The energy characteristics of the building correspond to the 7/2006. The provisions of Decree No 24/2000 of the Minister for National Development, which will be supported by a declaration by the designer. Asbestos removal, real estate replacement and cost apportionment are not relevant. We comply with the information and publicity obligations laid down in existing legislation. Declare that the development of incubation infrastructure will only be supported under call TOP-6.1.2-16; for the activities to be implemented, we did not receive any funding from the call TOP-6.1-15, or we do not plan for calls 6.1.1-16 and we do not use the funding launched under the call for GINOP-1.1-17. During the planning and implementation, the equal opportunities and environmental aspects set out in point 3.4.1.2 of the Call will be applied. Compliance with the territorial selection criteria is specified in the attached certificate.
