Tatabánya has a long tradition of going to the market, but the current outdated and difficult to reach hall has been unable for a long time to serve the customer’s needs to a high standard. This is why the municipality decided to look for a new location, on which the Tatabánya people were consulted. The site concerned by the design: 2800 Tatabánya, Újváros (area delimited by Komáromi út, Ond Fő utca and Kós Károly utca), Hrsz.: 11064 (formerly “Turul Cinema”), 11080/43 (the public area is part of the Nagy Imre tér), 11063/2 (Office building). The transformer station, number 11063/2, provides energy for existing buildings. By developing the transformer station (according to point 3.4.1.1./6 of the Call), we can ensure the energy demand for the construction of a new building. The General Assembly of the Municipality of Tatabánya set up a Temporary Committee for Trade Development, whose task was to compile the “planning programme” of the fair hall and market, to explore the current market’s ownership and tenant needs, and to establish the future operational structure. On the basis of this exploratory work, the outline and then the approval plan were drawn up. The local building code is being amended, in which the installation parameters will be fixed, as well as a new plot of land on which the new market hall and market will be built on the site and in the affected and extended surroundings of the demolished building of the cinema. According to point 3.1 of the call, the following activities will be carried out in the project: Market area (market hall, external market space, indoor-open sales area), construction of commercial premises. Construction of the necessary basic infrastructure within the area of the market, within its boundary. Construction of a new shared service building related to activities. The project will result in the construction of a new market hall and market. The three units of the building are functional, well-use and adequate, consisting of: market hall and ancillary parts, primary producer part, external market space. On the basis of the approved approval plan, the number of shops in the hall will be 39, the covered open area — the number of pre-producers’ stands — 46, and the uncovered sales surface (external market area) will have an area of about 500 m² for those wishing to sell. The following types of shops can be developed in the new market hall: butcher, game and fish seller, smoked vendor, tobacco shop, vegetable and fruit seller, pickles vendor, perfumed goods, bakery, flower shop, buffets, dairy shop. This is a substantial improvement in quality compared to the previous situation, where only daily items and basic foods for primary care are available. The new market hall and market will not only be a point of purchase of quality fresh food for Tatabánya and the people living in the surrounding settlement, but can also function as a real community space. The opening hours are open from morning to late afternoon, 7 days a week. In this way, the group of buyers who have previously been excluded from the market due to the early afternoon closure and prefer freshness and producer products can also arrange their daily purchases here. In the new market and market, some of the services to be provided will be for direct consumers and for tenants. Designed units serving the needs of direct consumers and customers: newspaperman, watchman, shoemaker, lottery, buffets, parking lots. It serves the conditions of sale and thus facilitates sales opportunities for traders and tenants through a number of new services that are not used on the previous market: fungus scanners, child-preservation, building tuning systems, carports. Storage is possible multiple times (the previous storage number increases from 2 to 21). In order to increase the security and surveillance efficiency of the future market, an access control system and a video surveillance system will be installed. T-Szol Zrt., which is 100 % owned by the Municipality, will be the owner, investor and operator of the market. Accordingly, the Municipality of T-Szol Zrt. as a consortium partner, he/she submits the application or implements the project, which is possible under the terms of the application. The land-real estate, which serves as the location of the market, remains in the municipality’s ownership, for which the operator T-Szol Zrt. pays rent. We intend to remedy the parking difficulties associated with the increase in traffic as an additional part project, which is intrinsically linked to the market, but separate from the investment and financing point of view — by designing a parking plate.
