Development of the Pan-European Picnik Memorial Site

The Municipality of Sopron has set the purpose of this project to develop the Pan-European Picnic Memorial Park, located near Sopron, right next to the Hungarian-Austrian border, along the road linking Sopronkőhida in Hungary to St. Margarethen in Burgenland. The park is situated on the outskirts of Fertőrákos, with a total area of 21 hectares, the main attractions of which are located in its central part (approximately 3 hectares). In a narrower sense, the Memorial Park commemorates the news of the peace demonstration held on 19 August 1989 and the flight of 600 GDR citizens who crossed the border to the west. At the same time, putting these events in a historical context is a key memento of the Cold War period, the history of the Iron Curtain, the German reunification and, as a result, the reunification of Europe as a consequence of the opening of the border. The Iron Curtain, as a complex border protection system that split Europe from north to south, accompanied the Austrian border region of Hungary at a length of 260 kilometres (an electronic signalling system was installed in the 70s to replace the initial mine seal). On the initiative of Debrecen, the Pan-European Picnic, organised by the Opposition Round Table of Sopron, started as an event of friendship between Hungary and Austria, in which a symbolic opening of a border crossing along the old Bratislava road between St. Margarethen and Sopronkőhida in Burgenland for 45 years was opened for a period of three hours. The period prior to the movement of more than 10,000 people was used by East German citizens (who had already been informed of the event from flyers) to flee to Austria. The Hungarian border guard did not intervene despite the current shooting orders. This event led to the fact that more than 60,000 East German citizens gathered in temporary refugee camps in Hungary were eventually free to go west — and three months later, the Berlin Wall fell. Thus, the area of the park, which preserves the memory of the Pan-European Picnic, has become a symbolic place for the demolition of the Iron Curtain that binds Europe’s ideological and economic division into physical isolation, and thus the idea of a common Europe without borders. A commemoration is held at the site and at the time of the border crossing every anniversary since 1990. The Memorial Park is a free open-air location characterised by a complete lack of improvement. Even during events, only mobile toilets can be used to serve the basic needs of the visitors. The location is guarded by two solar cell surveillance cameras. The Memorial Park has been continuously developing since the first commemoration in 1990, and its offer has been expanded with new elements. By 1999, the asphalt of the road to the site was completed and a well of about 150 m, from which the area was irrigated, was completed. In 2011, new walking paths were created, picnic tables, rest benches, tree planting and lawn renewal. Currently, the on-site interpretation of the Memorial Park includes static means of presentation, does not use modern, audiovisual or multimedia solutions, interactive interpretation tools, and there is no service infrastructure or service at all available on site. The Kossuth Prize-winning sculptor Miklós Melocco’s Kossuth Prize-winning sculptor’s composition entitled Breakthrough, the remaining monuments of the border lock (border guard tower, Iron Curtain detail, boundary barrier), information boards, memorial plaques, memorial stones and other works of art, to be highlighted among the main elements of the supply. The site represents a symbolic European value, as the events that took place here have had a significant impact on the reunification of Europe, the enlargement of the European Union to the east and the European integration process. The aim of the development of the Pan-European Picnic memorial, which was awarded the European Heritage Label in 2015, is to further impart the idea of the important historical event in a dignified way, taking into account the needs of today and in an attractive way for different target groups. The planned development enriches the tourist offer of the Sopron area with a less weather-dependent offer, interactivity and lasting experiences, with a host infrastructure, which can be operated in a sustainable way and with a European quality attraction — while preserving the proximity to nature. As a result of the investment, the visibility and the number of visitors of the Memorial Park will be increased, with the construction of the image of the site, its tourism role will be strengthened, which will make it an increasingly dominant element of the tourist offer in Sopron and the region.
