In accordance with point 3.2 of call TOP-6.1.5-15-SF1-2020-00007, ‘Renovation of the Mór road’, I am sending the description of compliance with the requirements of the project’s technical and professional content and implementation as follows: The aim of the project is to ensure high-quality road access for businesses and workers in the economic areas of the town of Székesfehérvár. It aims to have an impact on the improvement of access times, conditions affecting optimal road use (emissions, amortisation, road safety). It has a positive impact on the economic environment of local businesses by making work and logistical traffic smoother, and aims to achieve an increase in job retention and employment development investment. Planned activities The development phase of the project idea ranges from Dózsa György út 3 to Móri út 42. The project is currently in the pre-planning phase and the technical content will be finalised in the possession of the construction plan. On the road section to be developed, the pavement will be refurbished as part of the reconstruction of the entire cross-section, which, in addition to the replacement of the wear layer, includes complete duct replacement in the necessary places, and the pavement and rainwater drainage will be rebuilt. As part of the investment, a new circular junction will be built in the construction of the Zichy Grove — Móri Road, as well as cycling facilities and parking lanes, with a review of the traffic regulation of existing transport facilities and junctions. The section concerned requires the refurbishment of public lighting and the complete reconstruction of drinking water and sewage pipes. During the planning and construction, consideration will also be given to the conversion of adjacent junctions (before the Court of Justice and Szent Vendel Street) into roundabouts, in order to avoid the need to intervene on the rebuilt section in case of continuation of the renovation. In view of this, the extent of the road section affected by the development and the technical content of the renovation may vary during the design. In the vicinity of the developed road section, and because of the improvement of the quality of the link provided by it, the accessibility of a large number of local SMEs or large-scale enterprises in other parts of the city will become smoother in the industrial areas of the city, whether they are industrial parks or urban areas focusing on economic and service activities. The development volume of the bicycle traffic network plan has been completed. The establishment of illumination of the indoor cycling and walking paths and safe traffic conditions will be taken into account during the planning process. The presentation of the situation and safe driving of cycling and the possibility of further progress in the starting and final sections will be certified by submitting the permit and construction plan documentation. Self-eligible activity in the project is the development of the road towards the economic areas of the local, municipal ownership, exploring the economic zone in order to improve labour mobility in Székesfehérvár. The development of the bicycle traffic facility on the roadside, its accessibility, the construction of a circular junction and road connections linked to the “T” estuary, the renovation of the rainwater drainage system, the development of bicycle passages at the junctions, the upgrading of public lighting to ensure traffic safety, as well as at the junctions, other public utilities change, public utility protection, the restoration of the drinking water pipeline and sewage pipeline affecting the track, will be carried out as an eligible activity in the project. The technical content of the project becomes final with the construction plan documentation. Accessibility — to help the blind and visually impaired and to make their transport safer at pedestrian crossings — is an ineligible activity that cannot be supported on its own. Energy efficiency measures — not relevant; The public is insured as part of an activity which is not eligible independently and is carried out on a mandatory basis. Presentation of the financial sustainability of the project and the long-term operation (at least 5 years) of the implemented activity The operation will be performed by Székesfehérvár Városgondnokság Kft. for the entire facility: road, bicycle path, rainwater drainage system. The Municipality and Székesfehérvár City Carednokság Kft.
