Improving the accessibility of the economic areas of the city of Debrecen is a local economic development goal, among which improving the accessibility of the Southern Economic Zone will be a priority. In addition, the construction of the southern economic zone of Debrecen is of paramount importance from the national economic point of view, and the planned investment serves the realisation of this economic interest. The call for proposals is 3.1.1. In accordance with the activities described in the chapter of autonomously eligible actions, the following investment elements shall be implemented: At the junction of the main road No 47 in Hosszúpály, the current three-point junction is transformed into 5 to serve the direct approach to the southern economic zone. The outward part of the 5th section of the roundabout will only be developed within the framework of the project. The inner radius of the planned roundabout is 20 m, the width of the inner lanes is 5.5 m, the outer lanes are designed for 5 m, physical separation (spherical row) between the travelling lanes is 0.5 m. The main tracks are 4 m wide, the pass width of the secondary directions is 4 m, the exit width is 4.5-5 m. The main and secondary directions will be introduced into the orbit with a Dutch-type medium island, the width of which is 3 m in order to ensure a suitable position for pedestrian-bike crossings. Drainage is solved with the existing drainage ditches and the planned sinkholes, which are tied to the recipient. The replacement of public utility lines and the insertion of new ones must be done before the construction of the pavement begins. The construction of a cycle path around the circular junction is planned with 2 crossings (Longszúpály branch and 5th branch) which connects to the existing bicycle network. During the construction of the bicycle traffic facility, the conditions of invitation to tender TOP-6.4.1-15 will be taken into account. In addition to the creation of a 5-point circular junction, the inner road network of the economic zone is also planned as follows: On the one hand, road construction is carried out on the section between the 5-way roundabout and the existing internal road in the economic zone (about 185 m long), on the other hand, a road investment is planned for further development of the internal road network on about 1 080 m from public utility station No 2 in direction K-Ny and then on about 150 m in direction N-D. The access roads are constructed at a width of 7.00 m with 2 x 3.50 lanes and a design speed of 70 km/h. The development of these sections of the internal road network ensures the access to businesses in the economic zone and the sale of additional infrastructure. In connection with road construction, the construction of a backbone network of water, gas, communications, public lighting and rainwater utilities is planned. The implementation of the project requires the demunition of the area concerned prior to the commencement of the works. Accessibility aspects will be taken into account in the implementation of the investment. The provision of publicity is a mandatory activity. No parking space is being developed under the project, charging infrastructure for electric vehicles is not planned. The project will take the form of a consortium, as the construction of the 5-point circular junction also involves a state-owned national road. In view of the above, Magyar Közút Nonprofit Zrt. will be involved as a consortium partner. Debreceni Vagyonkezelő Zrt. and Civis Ház Zrt. are also involved as consortium partners. DV Zrt. and Civis Ház Zrt. have ownership rights among the planned development sites in the southern economic zone, therefore the applicant considers it justified to involve the company as a consortium partner. No ineligible activity will be carried out in the project. The investment ensures safe transport conditions for all road users. Act I of 1988 on road transport.
