The project aims at building and developing roads and bridges leading to economic areas and/or connecting or bypassing economic areas in order to improve labour mobility, according to the technical content of the call TOP-6.1.5-16 “Transport development for economic development and the promotion of labour mobility” according to the technical content. The development meets the technical-professional content and implementation requirements set out in point 3.4.1 and helps improve the approach of the economic areas of the city with county rights of Miskolc for businesses and employees. The connection between Miskolctapolca and midip through the village of Görömböly, and the connection of Miskolctapolca and Diósgyőr Castle through Komlóstető. There are long-standing missing links in the structure of the city of Miskolc, which greatly support the mobility of the labour force moving between the districts. Miskolctapolcai út serves to connect the Avas housing estate and the University City and the district of Miskolctapolca, thus encouraging the establishment of small and medium-sized enterprises in the affected districts. In doing so, investment contributes directly and indirectly to increasing employment or maintaining employment and improving labour mobility conditions. It also contributes to facilitating labour mobility, improving the conditions for mobility, both for motor and cycling traffic and directly contributing to the use of Community and individual modes of transport. As a direct consequence of improved transport conditions, investment to increase employment will be encouraged and facilitated, thus the mobility of additional human resources in the affected areas will also be facilitated directly and indirectly. The planned intervention is not a point one but a part of the areas’ development packages for integrated economic and employment development. Development takes into account regional circumstances, is directly or indirectly linked to the elements of local economic development and is indirectly geared towards the development of transport infrastructure which is also necessary for the operation of small and medium-sized enterprises. The development serves the implementation of an integrated territorial programme adopted by the Government. The project includes 3 related implementation sites in Miskolctapolca. — Renovation of Miskolctapolca road between Futó utca and Győri utca. Refurbishment, if necessary, of roadway and related facilities, possibly construction of a traffic-absorbing island, including, if necessary, a public utility change or partial renovation. The road section is approximately 2.500 m. Construction of the linking section of Miskolctapolca-Komlóstető road between Iglói út and Szántó Kovács János Street in accordance with the Miskolc Construction Regulations, with a bicycle trail and, if necessary, the implementation of rainwater drainage. The road section is about 2.100 m. Construction of the Miskolctapolca-Görömböly connecting road with a bicycle trail between the streets of Brasov and Bacsinszky with the implementation of rainwater drainage if necessary. The road section is approximately 1.160 m. During the planning, a road safety audit will be carried out for the road section affected by the road safety investments. During the planning and development of the road, safe traffic conditions will be ensured for all persons entitled to travel on the road. The development of safe conditions for pedestrian and cycling modes is also planned in the project. As a result of the investment, no sustainable mode of transport will be disadvantaged after development compared to the situation prior to the investment. The grounds for exclusion set out in point 4.2 have been examined and we declare that they do not apply to this project. We declare that: According to point 3.4.1.1 2), the project will not generate net revenue after implementation, and no cost-benefit analysis is required. All the conditions set out in point 3.4.1.1 (14) are fulfilled. 3.4.1.2. (1) The beneficiary shall respect and comply with the requirements set out in point (1). On the basis of point 3.4.1.2, at the latest during the project development, an environmental assessment of the area affected by the project will be carried out. According to point 4.1, the project does not concern national roads. 3.4.1.2. According to point 7), the project has no foreseeable climate risk. According to point 3.2, the project does not constitute State aid, since the area to be developed is owned by the Municipality and the conditions listed are cumulatively met. The road within the urban area to be developed under the project has at least the following public utilities infrastructure: sewer, precipitation channel, telecommunications trails, water, gas.
