The Tatabánya-Környe Industrial Park plays a key role in the employment of the city and the region. As a result of the increasing passenger and lorry traffic generated by already established businesses, it is necessary to improve the conditions of transport in a safe and continuous manner: refurbishing and widening the current Búzavirág road for approaching the park, which is also carried out within the framework of the TOP 6.1.5 call, and the construction of an exploratory road, the continuation of the Glass Factory Road, through a new area currently functioning as a arable land. The construction of the infrastructure contributes both to the service of traffic (persons and loads) to the new factories that are being set up, as well as to the transport conditions of about 30 companies and nearly 10 000 employees already operating in the industrial park. In order to eliminate the congestion in the industrial park during shift changes and to relieve the burden of the Búzavirág Road, the design of the 2nd section of the Glass Factory Road and the preparation of the expropriation drawings for the acquisition of the area of the road under the regulatory plan started already in August 2015. The planner submitted the completed permit plans to the authority for authorisation, and the road construction permit became final on 10 May 2016. An independent expert has carried out a road safety audit for the authorisation plans and issued the statement of the road operator by Magyar Közút Nonprofit Zrt. on the basis of the recommendations made therein. The construction plans were completed in June 2016, the design took into account the dimensions specified in the Road Specification for outlying roads, and the width of the lane and the bench comply with the relevant requirements. The road runs through the arable land for about 1 358 m, and its mooring leads to the national road 8135, where it is necessary to rebuild the junction and to establish a lane junction turning to the left for a length of about 295 m. A plan for embezzling the rainwater has been prepared from the road. The designer’s cost estimate of the construction project is HUF 458.352,600 gross. The planned Glass Factory Road to the Tatabánya-Környe Industrial Park will currently share passenger and lorry traffic from Tatabánya to the Tatabánya Industrial Park between the two roads. During the authorisation of the road construction plans, the Municipality of Tatabánya County Rights and the Magyar Közút Nonprofit Zrt. were appointed, because the construction of the road involves both municipal and national roads due to the national road connection. It was therefore necessary to involve Magyar Közút Nonprofit Zrt. as a consortium partner, who carries out the technical inspection of national road No 8135 in its own performance. In the project, the other consortium partner is the Economic Development Organisation of the Municipality of Tatabánya, which performs project management in its own performance and acquires the necessary services for the project. The project will be submitted with the content of the call 3.1.1 Self-eligible activities under point B). The planning of independent pedestrian and cycling facilities is not part of the investment, as the road section is carried out as an extra-urban road section and due to the outlying nature, the independent cycling and pedestrian installation on the roads directly connected to the planned road section is not ensured, nor is such a construction included in the city’s bicycle network plan. With the investment in Glass Factory Road, the traffic of the parallel Búzavirág road will be divided, so the transport possibilities for those already established on foot and bicycle roads will be improved due to the reduction of motor vehicle traffic. There is currently no independent bicycle traffic facility on the national road. The route of the planned road runs partly on the outskirts and partly on the boundary of an urban area, but in both cases it is of an outlying nature. The plan for the drainage of the road includes the construction of dripping ditches according to the prepared embezzlement test, and the ditch is connected to the ditch of the national road in ~100 m length. Further public utilities are not expected to be built even after the project has been completed. Environmental review of the investment at the time of authorisation in accordance with Article 314/2005. (XII. 25) has been completed by completing the data sheet referred to in Annex 13 to Government Decree No 13, which was accepted by the environmental authority in the road construction permit procedure.
