Infrastructural development of the Károlyi Mihály street crèche member institution

The eligible activities planned under the project, as well as the related technical content, will be finalised at the end of the project development, with the implementation plans. During the preparation of the grant application, the City Building Department of the Municipality of Debrecen assessed the state of the building at on-site visits. The technical content given in the grant application shall include the necessary transformation and renovation works to ensure the cost-effective operation of the crèche care in accordance with the rules laid down in the legislation, on the basis of the conditions observed during the survey. The current state of the crèche building has been described in part in the chapter describing the problems at the level of educational and care activities, which is complemented by the concept plan submitted in the framework of the grant application. The general condition of each room is described in detail in the submitted room book, which underpins the need for a complete renovation of the building. The aim of the energy renovations planned within the framework of the tender is to reach the “DD — approaching state-of-the-art” category indicated in the call for tenders and in the current Government Decree. In accordance with the call, the project will be subject to a development enabling the energy-efficient operation necessary to achieve the mandatory “DD — approaching” category, the precise concept and technical content of which will be determined in the design phase, taking into account the existing state of energy certification, on the basis of the proposal of the professional designers. Cost-effective design and operation are a priority when designing accurate technical content. The refurbishment of electrical and mechanical systems in the design phase follows the concept proposed by the professional designers. If, on the basis of the proposal of a professional designer, the use of a renewable energy source is economically feasible, it will be implemented within the framework of the project. The principles to be applied in the planning process are: • Taking into account as many user needs as possible in planning • Taking into account individualisation (flexibility) • Ensuring the use and connection of individual aids • Use of environmentally friendly technologies and materials • Energy efficiency • Cost efficiency • Complying equality aspects The renovation of the building from the energy point of view contributes to the energy-saving operation of the building and the implementation of environmental aspects. According to our current knowledge, the building concerned by the development does not contain scattered asbestos, so dispersed asbestos removal is not relevant. If it becomes relevant during the project development, the municipality undertakes the dispersed asbestos removal according to the regulations. In addition to the above principles, the planning process takes into account the provisions of Article 15/1998 on crèches. (IV. 30.) NM Decree — the professional tasks and the conditions of operation of child welfare institutions, child protection institutions and persons providing personal care. The assets to be procured are included in the list of assets attached to the grant application, which was compiled by the City Building Department and the Institutional Supervision Unit of the Municipality of DMJV in close cooperation with the head of DMJV’s Consolidated Institution in Bölcsőde. The categories included were indicated on the basis of the needs of the institution. The main focus is on the acquisition of equipment that is necessary for the operation of the crèche, the furniture and the playthings available are outdated, and most of them do not meet the needs of the present time. In order to ensure a high level of supply, it is necessary to exchange these tools. The extent to which the equipment planned to be procured can serve the needs of the professionals is a key consideration, and therefore we have strived to acquire tools that serve the highest possible level of institutional tasks in the long term. The principle of cost-effectiveness was also a priority when defining the types of instruments. On the basis of the above technical aspects, the unit price of the purchase of certain assets has been assessed in such a way that it serves the institutional needs in the most cost-effective way on the basis of the available resources. The tools procured under the project are directly linked to the educational and care activities, help to ensure higher quality care, contribute to the modernisation of the institution, its accessibility and increase the comfort of children. The planned equipment pool fits into the specific image of the crèche institution and helps to achieve the objectives set out in the professional programme of the crèche.
