Establishment of a new crèche in the Postakert district

The aim of the project is to create a new crèche in the Postakert district in the area of Debrecen, 9449 Hrsz., 4 976 m², whose zone code is Vt-612443. The project development concerned the Unified Institute of the Municipality of Debrecen in Postakert Street. The aim of the development is to build a new, 96-seat crèche, which is currently operated at Postakert u. 5, which is not economically refurbished and cannot be expanded due to the size of the property, by replacing the property with 44 places. The investment will create 52 new crèches. The owner of the property 1/1 is the Municipality of Debrecen. The aim of the development is to improve the quality of child care services, to create a comfortable, modern and healthy environment provided by the child care institution for children aged 0-3 years old and to increase the capacity of parents with young children to return to the labour market. In the 12 Member institutions of the Unified Institute of the City of Debrecen, Debrecen, the number of places allowed has been changed several times in recent years. In line with the increased needs, the number of seats of all member institutions increased in 2010 compared to those initially planned at the time of the construction of crèches, thus the total number of places increased from 834 to 1025, which increased further in 2016 to 1052 and then increased to 1100 from 1 January 2017 to 1100 from 1 January 2017 to 1100 from 1 September 2017 to 1164. The change in legislation, according to which the number of a crèche group was increased to 12 and 14 if all children were over the second year of age, changed the number of places for several member institutions in such a way that the ratio of the useful floor area and filling of the crèche classrooms changed, which affects the quality of child care. The number of children in groups of 14 is high, which is burdensome for both young and educating children. The optimal group of 12 people could be a goal for all crèches due to the care needs of the age group. In the city centre of Debrecen the construction of a new crèche institution was justified because: — the crèches in the area are overwhelmed and noticeable shortages of places, — the demand for this service has increased among those who choose a crèche close to the workplace, as there are a significant number of companies and institutions with a high number of employees in this area of the city. The property is easily accessible by public transport. Activities in the project: Call 3.1.1. A) within the framework of the infrastructure development of an institution/service, a) new seats are planned and e) new construction is planned in justified cases. It is essential to build a complete, state-of-the-art building electrical and technical system of the new building. The principles to be applied in the planning process are: — taking into account as many user needs as possible during planning — taking into account individualisation (flexibility) — ensuring the use and connection of individual aids — use of environmentally friendly technologies and materials — energy efficiency — cost-effectiveness — fulfilment of equal opportunities aspects in the case of developments aimed at infrastructure development and capacity building of Cradle institutions, the design and implementation of the project involves a specialist in the field of young children’s care in cooperation with the Designer. The basic requirement for planning and feasibility is to comply fully with the invitation to the Government of Hungary entitled ‘Development of family friendly institutions and public services’, code TOP-6.2.1-16. It is necessary to choose a well-use and organised functional design, material, structure and structural design to ensure adequate durability, energy-efficient sustainability, long-lasting functionality and comfort. This will enable the equipment of the newly emerging crèche member’s premises — furniture and equipment — to fully support the workflows related to the everyday educator and other functions. Notice 3.1.2.1 (a) Accessibility: The exact technical content required for the implementation of the mandatory accessibility required in the call for tenders will be finalised in the construction plan documentation on the basis of the design chapter prepared by the rehabilitation engineer, taking into account the properties of the property, in order to implement the planned development in the most optimal and efficient way. As a result of the investment, the resulting institution is expected to be complexly accessible, energy-efficient and economically sustainable.
