Purpose of the project The direct objective of the project is to develop the infrastructure of two crèche institutions providing daytime accommodation for young children under the age of 3, thus improving the quality of the services. The investment contributes indirectly to supporting the employment and return to the labour market of young children, supporting labour mobility and helping families. The project also ensures the implementation of the Integrated Territorial Programme of the City of Szolnok County. The project contributes to and fits into the following objectives of the Integrated Urban Development Strategy of the Szolnok City: • Improving V1 population retention capacity, strengthening urban attachment, youth policy • V2 Improving equal opportunities, enhancing gender equality • V5 Improving community institutionalisation and housing development strategy: V5/5 Proportional basic care between settlements Development objective: the construction and development of primary institutions (cradlehouse) and the renovation of kindergartens and crèches necessary for the development of the residential area. Technical and technical content of the project We intend to implement the following of the activities that can be independently supported under this project: A) Infrastructure development of the institution: C) Restructuring and renovation (building structural improvements) Works planned in the Móra road member institution: • Sewage pipeline inspection, cameraing • Dismantling of steel rainwater pipelines, replacement with Pvc pipelines, coverings, wiring, additional works • Repair of internal plasters • Painting of interior walls with necessary repairs • Fire protection • Accessibility Works planned in Cluj-Napoca Road Cradle: • Exploration and revision of sewer pipes with pipe cameras • Replacement of drainage drainage system, construction and refurbishment of drainage • Internal plaster repairs, blasting and replacement of plasters • Rehabilitation of existing concrete terraces, necessary demolitions, concrete sheet re-concreting to level floor tiles • Renovation of children’s and parental toilet rooms, replacement of pipes, new sheet coverings, installation of new mechanical fittings • Demolition of submerged pavements around the building, construction of a new pavement • Pincele passages, removal of carbon throwers • Interior paintings, making with necessary repairs • Court restoration, grass refurbishment The accessibility of the member institution is necessary, and its implementation is planned in the framework of the TOP-6.5.1-16 construction. Among the mandatory ineligible activities to be carried out independently, accessibility and publicity are relevant for this project. The local government of Szolnok MJV intends to implement the energy efficiency measures in the institutions concerned later, in the framework of the call for proposals number TOP-6.5.1-16, to which the necessary declaration is attached as an annex to the grant application. Compliance with point 3.4 of the Call The project aims to develop two crèche institutions, the concept is in line with the objectives of the Call, is based on local needs, does not result in a reduction in the number or area of existing functional premises. The project does not include real estate replacement, real estate purchase, new construction, reopening of an institution, shared premises, vehicle purchase, equipment acquisition, extension of places, support for services beyond the basic tasks of the crèche. The investment does not include kitchen development. The baseline document describes the indicators covered by the data services, the link with ESF developments. Site drawing, frame drawing, short technical description, photo documentation will be submitted together with the grant application. By the end of the project preparation phase, the complete technical documentation will be submitted with an itemised design budget based on the construction plans, which also includes the codes of the norm collection indicated by the designer for each lot. The project supports the development of crèches for children under 3 years of age. In crèche care facilities, the useful floor area of the crèche group rooms is adequate and 3 m² per child is provided. Crèches are maintained by an organisation legally registered in the service provider register. A professional experienced in the design and implementation of the project in the field of early childhood care has been involved. The Foundation Document describes the experience of the professional, and the related agreement and curriculum vitae are attached as an annex. They operate in a building built as a crèche, and the requirements for renovation are respected.
