The aim of the project is to create a new crèche in the district of Tócóvölgy in Debrecen, Egressy Béni square on the topographic numbers 16477/37 and 16477/38. The 5 000 m² municipality-owned property is suitable for the construction of a new, 96-seat crèche. Currently, in this part of the city, crèche services are overloaded, statistics show a large increase in the number of children aged 0-3 years. The aim of the development is to improve and expand the quality of the child care service, to create a comfortable, modern and healthy environment provided by the child care institution for children aged 6 to 36 months, and to increase the capacity of parents with young children to return to the labour market. The change in legislation, according to which the number of a crèche group was increased to 12 and 14 if all children were over the second year of age, changed the number of places for several member institutions in such a way that the ratio of the useful floor area and filling of the crèche classrooms changed, which affects the quality of child care. The number of children in groups of 14 is high, which is burdensome for both young and educating children. The optimal group of 12 people could be a goal for all crèches due to the care needs of the age group. The current capacity of the Unified Bölcsőde Institute of the City of Debrecen’s County Rights proves to be scarce during certain periods of the year of rearing, i.e. the shortage of seats is noticeable. In crèches there is continuous recruitment throughout the year, but the most significant movement of staff — as in all educational institutions — is at the beginning of the new year of education, when the majority of the beneficiaries are changed. In September and October 2018, 540 small children were received following the autumn education, 54 small children were received in January 2019 and only a few places per member institution will be released from spring. Since the possibility of recruiting in crèches is continuous and, on the other hand, the return of women to the market is not adapted to the beginning of the education year, families who need day care during the spring months are in a more disadvantaged position. The chances of access to space will be narrowed during this period. Institutional utilisation did not justify the introduction of a waiting list until 2016. As of 2016, the waiting list was maintained, which included 186 persons on 15.11.2016, while on 31 March 2017, due to the timing of the developments to be carried out under the TOP-62.1-15 scheme, the absorption capacity of the institutions during the developments, the number was 252, 192 on 30 September 2017 and 197 on 25 March 2019. In Debrecen-Tócóvölgy, the Municipality of DMJV is planning to implement a new kindergarten on plot 16477/36 from a source already awarded in the call for tenders TOP-6.2.1-16. Based on this, and due to the continuous overload of crèches located in this part of the city, it is ideal to set up a new crèche on the local government-owned plot next to the kindergarten. Among those who prefer an institution close to their home, a new institution in this part of the city can be a big step forward. And this part of the city is constantly developing, often favouring these institutions by families who prefer to choose a crèche close to their workplace. The main activities of the project are: The Call 3.1.1 B) Establishing a new crèche, mini crèche institution, family crèche service 4) The construction of a new building is planned. The building, which can accommodate 96 people, is to be built together with 4 care units, 8 group rooms, kitchen and administrative units. Land with a surface area of 5 000 m² has good facilities and is sufficient for the establishment of the listed institution with a net area of cca. 1 300 m². For the group rooms it is mandatory to have a shading playground and a playground. In the case of infrastructural development and capacity development of crèche institutions, a methodological expert appointed by the Hungarian Cradle Association is involved in the planning and implementation of the project in cooperation with the Designer. The basic requirement for planning and feasibility is to comply fully with the invitation to the Government of Hungary entitled ‘Establishment and expansion of places in Bölcsőde’, code TOP-6.2.1-19. It is necessary to choose a well-use and organised functional design, suitable durability, energy-efficient sustainability, long-lasting functionality and comfort, so that the equipment of the newly emerging crèche member institution’s premises — furniture and equipment — can fully support the workflows related to the everyday educator and other functions.
