The aim of the project is to create a new crèche in the southern part of Debrecen, on a plot of land No. 30232/14, Pohl Ferenc utca. The 8 490 m² property, 100 % owned by the Municipality, is suitable for the construction of a new crèche with at least 96 seats. Currently, in this part of the city, crèche services are overloaded, statistics show a large increase in the number of children aged 0-3 years. The aim of the development is to improve and expand the quality of the child care service, to create a comfortable, modern and healthy environment provided by the child care institution for children aged 6 to 36 months, and to increase the capacity of parents with young children to return to the labour market. The change in legislation, according to which the number of a crèche group was increased to 12 and 14 if all children were over the second year of age, changed the number of places for several member institutions in such a way that the ratio of the useful floor area and filling of the crèche classrooms changed, which affects the quality of child care. The number of children in groups of 14 is high, which is burdensome for both young and educating children. The optimal group of 12 people could be a goal for all crèches due to the care needs of the age group. The current capacity of the Unified Bölcsőde Institute of the City of Debrecen’s County Rights proves to be scarce during certain periods of the year of rearing, i.e. the shortage of seats is noticeable. In crèches there is continuous recruitment throughout the year, but of course the most significant movement of staff — as in all educational institutions — is at the beginning of the new year of education, when the majority of the beneficiaries are replaced. 540 small children were welcomed in September and October 2018. After the autumn tuitions, 54 small children were accepted in January 2019 and only a few places are available from spring for each member institution. Since the possibility of recruiting in crèches is continuous and, on the other hand, the return of women to the market is not adapted to the beginning of the education year, families who need day care during the spring months are in a more disadvantaged position. The chances of access to space will be narrowed during this period. Institutional utilisation did not justify the introduction of a waiting list until 2016. As of 2016, the queue has been maintained. 11. On the 15th day there were 186 people, while on 31 March 2017, due to the timing of the developments to be carried out under the TOP-62.1-15 scheme, the absorption capacity of the institutions during the developments, the number was 252, 192 on 30 September 2017 and 197 on 25 March 2019. Due to the continuous overload of the crèche located in this part of the city, it is ideal for the construction of a new crèche, which is owned by the Municipality. Among those who prefer an institution close to home, a new institution in the southern part of the city can be a big step forward, and this part of the city is constantly developing, often favouring these institutions by families who prefer to choose a crèche close to their workplace.
