Sopron and its region have experienced large population growth in recent years. Currently, due to the attractive labour market in the city and neighbouring Austria, the number of inhabitants in the city has increased, with the number of children aged 0-3 growing, which was 1,669 on 30 June 2019. Both the operational indicators and the high number of crèche waiting lists demonstrate that crèches perform their basic tasks with high upload and good utilisation and that there is a need to increase the number of places. To this end, the Municipality of Sopron County and the Diocese of Győr set up a consortium to implement a church-maintenance crèche providing accommodation for 28 children on the territory of the City of Sopron County. The project includes the following activities: 3.1.1. Self-eligible activities B) Creation of a new crèche service including: establishment of a new site/service, within which 1) renovation, upgrading (including technical building, electrical and building structure improvements), 2) refurbishment of existing building/room, 3) extension of existing building/room. 3.1.2. Ineligible activities 3.1.2.1. Mandatory, ineligible activities 1) Accessibility 2) Infocommunication accessibility 4) Energy efficiency aspects 5) Providing publicity 3.1.2.2. Optional, ineligible actions 1) Acquisition of equipment, including: furniture and other furnishings (e.g.: courtyard games; toy storage), devices (e.g.: (b) the purchase of IT tools and related software, equipment, ICT tools, wireless technologies related to crèche education and care work. 2) Design of renewable energy sources 4) Renovation and design of court, playground (e.g.: construction and repair of fences, gardens; development and enhancement of green areas). 5) Installation of bicycle supports and storages, modernisation 6) Installation of Babycar Storage 7) Developing parking space and barrier-free parking space, design 10) Developing and developing an entrance, camera and alarm system. The project does not include the ineligible activities listed in point 3.3 of the Call. The subject of the aid application and the subject-matter of the aid application are not covered by the grounds for exclusion set out in point 4.2 of the Notice and in the document entitled ‘GIP’. Architectural design of the crèche: By dismantling the wings of the rear, there will be room for the group rooms of the new crèche, the playing courtyard. These main functions are located in a ground-floor building, in the remaining wings we provide space for the serving functions, such as heating kitchens, storage facilities, personnel block, technical rooms and administrative and educational rooms. In the premises of the existing building there will also be a cost-effective implementation of the baby-mama room, motion development room. Full accessibility will be implemented in the project. The crèche contains a unit of upbringing. The two groups of rooms can accommodate up to 14 toddlers. We can arrive at the crèche on foot both at the Orphan House and at Halász Street. From the foreground we get to the spacious transfer/shifting spaces, functionally connected to this, the changing room with the bath and children’s washbasins and toilets. You can reach the group rooms through the diaper room and the children’s washbasin, from which the courtyard is directly accessible through the covered terrace. Catering for children is provided in the new group rooms. The heating kitchen and its service rooms are connected on the ground floor through the roadway in the remaining, renovated western wing. The food served is transported through the road to the group rooms in closed containers and bowls on carts carrying meals. The raw materials and waste are transported to the kitchen at the economic entrance in closed containers, separated in time from the finding of the dishes. Waste storage in the closed waste storage facility to be established in the yard. The inner surfaces of the waste repository were covered with a washable cold covering with a confluence on the floor. In the same wing, the administrative and educational premises are located on the floor. The two floors are connected by a new staircase and an elevator. The development complies with the conditions and requirements set out in the call for proposals, for which a supporting document has been attached to the tender.
