The aim of the project is to organise a rehabilitative environmental planning, public utilities, road network construction in the area of intervention protected by monuments (2 exploratory roads, the construction of a promenade linking the exploratory roads with a one-side walking-bike road and the construction of a service road parallel to the Csabay Géza boulevard, with the construction of the associated public lighting) and a green surface, which will provide the basis for the development of educational, cultural, innovation and tourist facilities to be designed and implemented in the area as part of a separate project. The project fits into the strategic goals of the Integrated Urban Development Strategy (ITS) of the City of Kecskemét County Rights (ITS) Sc2 (Eco-conscious, Green City) and Sc4 (Living City), as well as the strategic goals indicated, the planned investment is also in line with the thematic objectives Tc5, Tc6 and Tc7. The junction of the Izsáki út and the new boulevard (main road No. 541) gives the opportunity to create an emblematic city gate area due to its outstanding green surface values, its past, its original and new functions, and its position among the urban installation characters changing along the road. As a result of the project, with the rehabilitation of the site, the environmental condition is significantly improved at the frequented location of the town of Kecskemét. The intervention helps to put the municipality on a sustainable development path. In the course of the investments, technologies and methods are used to ensure the operation of the built infrastructure and the settlement in an environmental and nature-friendly way. Location of development: Rudolf barthouse was built between 1886-1887 on the basis of the plans of Gyula Pártos and Ödön Lechner, on an area of 11.5 hectares, representing a serious artistic value, and as a result, the barracks are now under historic protection. After the withdrawal of the Soviet troops, most of the buildings are currently out of use on the property. The city’s existing urban planning tools classify the whole of the barracks into the use of the mixed (Vt) area, which supports the use of a mixed function, so the planned project elements are in line with it. The intervention area is property designated as road 10208/4 and open yard 10208/5 and other buildings, with the exception of the underground garage and event space to be developed in the framework of special development in area 10208/5, as well as the planned educational centre, as well as the area on the northern boundary of the area. The project will be implemented in an area that used to serve as a military object, so it is now characterised by a degraded physical condition in its technical characteristics, which is complemented by the environmental pollution characteristic of the area due to its military past.
