The goal of the development is to renew the action area of Debrecen City in a cost-effective, environmentally conscious, family- and climate-friendly way. By carrying out economic activities, it contributes to the economic development goals of the TOP, i.e. the maintenance of the population and the improvement of the living conditions of the district. The action area coincides with the city part of the city centre of the city. It is the historical core of Debrecen. Administrative, commercial, religious, financial, tourist and community functions are outstanding in the action area, where the most important tourist attractions of the city are concentrated. The city centre is also characterised by problems due to its situation in the city centre. One of them is the lack of parking spaces, characterised by crowded surface parking lots. On the other hand, the relatively low share of green surfaces, which poses a health risk, taking into account very significant car traffic. The improvement of the living conditions of the ageing population can be achieved both by renovating the existing housing stock and by further expanding the green surface system of the district. In order to maintain the residential function and the overall attractiveness of the city centre, it is necessary to further expand the green surface system, to extend the pedestrian zone, to strengthen community functions and to protect the historical cityscape more effectively in connection with the regeneration of the block. The investment in the action area is included in the ITS, R1. Improving the city’s external and internal transport conditions and accessibility; R4. Improving the conditions for quality tourism at international level and upgrading existing conditions; R5. It contributes to the realisation of the thematic milestones “protection and improvement of the built and natural environment” by renewing the city centre action area and its surroundings. During the development, the reconstruction of the green surfaces and the construction of deciduous, climate-tolerant tree lines and shrubbands are realised. The flower market operating seasonally in the central area of the city center will be renewed. Within the action area, outdated park equipment, which are not part of the townscape, will be replaced in many locations and the refurbishment and extension of the walking paths currently in use will take place. Within the main activity A, the parking lots currently in use will be refurbished together with the development of green areas, and the renovation and conversion of the traffic roads of the car and the transformation of the downtown zone into the target traffic zone will be displayed as an additional activity. The technical content of the project includes high-resolution public security cameras included in a system with image processing intelligence, which can significantly reduce actions that reduce the sense of security of the residents. In line with the principles of sustainable development, the current public lighting system will be transformed as needed to save energy. The renewal of the environment of the downtown housing estates contributes to the overall objectives of the project through the development of green areas and the renovation of playground elements. The project does not lead to an increase in the proportion of the population of low status, the principle of partnership planning applies, access to the soft programme is guaranteed to all. The development of an active Community partnership will contribute to a better use of Community spaces. Soft programs are designed in such a way as to contribute to the acceptance of all investment activities. Compliance with the conditions set out in points 3.2 and 4.4 of the call was recorded in the project preparation point. The activities were previously classified in 5 functions (finalised in ATT).
