Use of Palotaváros lakes for sport and recreation

The project is a comprehensive action area, the first phase of the development of the “Green City Concept” of Fehérvár Tüdeje, in which the townspeople’s need for a healthy living space around the Palotaváros lakes, and the provision of a cultured space to spend leisure time in an active and passive way. The implementation of the project represents a step forward towards achieving the objectives of ensuring that Székesfehérvár, with the good state of the urban environmental and infrastructure elements, improves and reduces the ecological and environmental burden caused by industrial activity and serves the population and the recreation of the workforce. The expected results are the expansion of urban sport opportunities, the promotion of physical activity and the creation of a healthier environment to greatly increase the number of visitors and the use of the area around the Palotaváros lakes. The action area is located in the western part of the city. It is the most populous part of the city, with more than 21 % of the population living in Székesfehérvár. The development area is bordered to the east by a condominium zone, primary school, urban market, garage yard to the south, railway line to the west, forest and agricultural arable land. In the framework of point d) of the main activity A, which can be independently supported under the project, the venue for events is typically set up on the eastern side of the southern lake, as well as a cooking area, a stage and a small playground and sports grounds (basketball and soccer field). In addition to the northern lake, functions serving the school would be installed: fitness park, gym park for disabled people, highway school, playground for both small and large, and a dog runner. On the western side of the southern lake the mountainbike, the BMX community and the dirt-bringa park serving the entrepreneur community will be implemented. The lighting of the leisure park and tracks will also be installed. The recreation park, community and event space (according to the HÉSZ and regulatory plan) was a public park, which plays a recreational role. As an activity “B” I.b) eligible independently, a new building block will be set up in the market area, including a sanitary block and a market surveillance office. The market operates according to the local decree, but the product range is appropriate for the provision of modern service according to today’s market expectations, the two new functions to be created in the building block are necessary. In the framework of points A) g) i) k) of the non-eligible activity independently, a mixed-use promenade (suitable for cycling, running, walking) is created around the southern lake with public lighting, which continues in the eastern part of the northern lake until the István Király Elementary School. A barrier-free water block is being built in the area of the recreation park and public utilities are being developed. Parking would be possible next to the Varga Canal by the construction of a solid paved car park and road, and the rest of the area would be a temporary, non-covered parking area that can be designated for the duration of an event. Parking spaces are constructed in public areas and in public parks, as the number of parking spaces serving the required park makes this necessary. Promenade around the lake: it is located in a water management area, and constructions can only be located in accordance with the provisions of separate legislation, taking into account water management aspects. As a mandatory soft element in the project, environmental awareness and crime prevention will be organised during the implementation of the project. The sports and recreation park will be accessible free of charge by anyone without restrictions, so the low-status population will not be excluded. The project does not serve the implementation and implementation of the local government by direct means, but it does not use exclusion, affects disadvantaged people with negative exclusion, makes the results of the development accessible to those living and working in the city with equal chances. Among the overarching objectives of HEP to be enforced, development can best serve the principle of equal access to (infrastructure) public services. The content of the project will be further explained in the Action Area Plan during the completion of milestone 1.
