Greening Downtown — Continuing urban regeneration in Sopron in the spirit of climate awareness

The aim of the development is to renew and expand the open public spaces and green surfaces of the city centre designated and delimited in ITS, thereby improving the liveability of the central part and developing a favourable urban microclimate, contributing to the reduction of the effects of climate change. The City of Sopron is the main scene of socio-economic and cultural life: the regeneration of its public spaces and community spaces has already begun in the previous EU cycle — it is now possible to continue this in a coherent way, focusing on sustainability, the renewal of green spaces and the reduction of increasing parking problems. As a result of the complex project, the overall environmental status of the settlement is improved: green spaces are expanding and open public spaces are developing. The intervention will contribute to putting the municipality on a sustainable development path (more attractive for the population, the business community and tourists). The use of technologies and methods that ensure the operation of the built infrastructure and the operation of the settlement in an environmental and nature-friendly way, as well as the wide acceptance of the interventions, is essential in the design of technical planning and software programmes. As a result, the capacity of the city to retain its population will be improved, local cohesion will be strengthened and the local economy can expand as a result of changing public space use. The main activity “A” is Széchenyi Square (total area: 13.000 m²) revitalisation and Paprét (total area: 15.000 m²) the renewal of its green surfaces and its spatial structure; in both cases, green surfaces are expanding and qualitatively improved. In both cases, as non-eligible, optional activities, transport developments to support the use of green space and integrated into the GI network will be implemented: pedestrian, cycling and road surfaces as well as rainwater protection facilities will be renewed. For both sites, it is essential to reduce the share of vehicle-related surfaces (roads, parking spaces), while creating mixed-traffic spaces, attractive open public spaces and high-quality and easy-to-use green spaces. As part of the main activity for economic recovery “C”, a parking house with a green roof with a capacity of 200 seats is set up in Árpád Street, which can be used for payment of a fee to alleviate the parking problems affecting the Castle District and its surroundings, and local government-owned business premises will be established on the ground floor of the building. In addition to the new building with a surface area of about 2 000 m², an additional 4 000 m² of open space will be renewed, community space will be created and the green surface area will be significantly expanded, and the public integration of the green strip along the Ikva region will be improved. The basic charging infrastructure for the use of electric vehicles will be built in all three main project locations. In the framework of the software package complementing infrastructural interventions, the promotion of environmental awareness (organisation of actions and programmes to reach the population and, in particular, young people) will also be implemented, as well as the development of the local government’s human capacity. Compliance with the ITP shall be certified by the attached TKKR certificate. The project meets the evaluation criteria set out in point 4.4 of the Call. The project does not lead to an increase in the proportion of the population of low status — by developing open public spaces, it will strengthen equal opportunities. The budget has been compiled in an efficient, realistic and cost-effective way, as a priority is to make the most effective use of the available resources: the urban regeneration development, the planned urban district interventions under the TOP-6.4.1 construction and the present project are mutually reinforcing and have a number of synergistic effects. We declare that the project complies with all environmental and equal opportunities legislation and that it has no negative impact on energy use, the ecological status of the project environment, the status of water and climate change, and there is no foreseeable climate risk. During the planning process, the waste generated and the extent of its removal are minimised, we strive for the reuse/recycling of demolition waste and land balance. We take into account and implement the principles of universal design, i.e. the needs of women and men, the needs of the elderly, the disabled and children, and show how to do so, in the development of projects with a partnership that ensures publicity. We comply with accessibility requirements for all project elements. The city has a Local Equal Opportunities Programme in force in accordance with the relevant legal requirements.
