Following the review of the Integrated Urban Development Strategy of the City of Debrecen in 2017, the scope of the action areas that need to be developed on the basis of the results of the preliminary situation was expanded, and which contribute to the environmentally conscious renewal of the city, the development of the economy and the improvement of the living conditions of the population. The most populous residential district in the western part of Debrecen, the Tócóskert, is one of these areas of action. The district is situated on 106.9 hectares, bordering streets: Kishegyesi út- István út — 4th main road — Derék utca. The number of permanent population in 2013 was 17 161, which has been decreasing in recent years. The population is characterised by favourable age patterns and high employment rates. Regarding the built environment of the action area, it can be said that it consists of old, degraded panel technology, 4 and 10 floor residential blocks, as well as the green surfaces and the condition of the transport units supporting the use of green spaces, as well as the parking spaces need to be improved. The main development objectives set out in the ITS include improving the quality of the living environment and renewing green spaces and public spaces by strengthening community functions. Improving the environmental status of those living and working in the action area can contribute to creating a more attractive business and residential environment, maintaining the population and increasing employment. The reconstruction of the green infrastructure network (weed control, resection of sick trees/trees, shrub thinning, undergrowth update, grassing, planting of new plants) will be carried out independently as eligible activities, in which efforts should be made to plant native species and/or urban-tolerant plants that best suit microclimatic conditions, as well as the renewal of active urban recreational green areas in playgrounds; refurbishing and/or setting up sports grounds, gym parks, dog runners, refurbishment of park equipment (pads, waste collectors, tables and benches, dog excretion storage facilities, sports grounds equipment, etc.) and installing new ones. In addition, it is envisaged to renew and exploit underused or disused local government-owned spaces and structures in accordance with point 3.1.1.2.(b)(3)(i) of the call for economic recovery by creating a so-called event space, i.e. a service space (commercial and/or service spaces, construction of structures and the acquisition of tangible assets necessary for the core operation). Refurbishment of accident-threatening sidewalks and stairways, if necessary, as an optional activity; renewal of public lighting on demand; route reconstruction of walking paths; as a transport development supporting the use of green spaces, the development of parking spaces, the installation of bicycle storage facilities is the development of the municipal urban road network. The technical content of the project includes public security cameras to reduce and prevent actions and crimes that reduce the sense of security of residents. In the framework of soft programs, the awareness-raising trainings and actions are coordinated by the Péter Méliusz Juhász Library as a consortium member of the project. Compliance with the technical-professional content conditions set out in point 3.4 of the call and the presentation of the activities to be carried out are recorded in the project preparation point. Ineligible activities will not be implemented. The renewed green areas, parks and playgrounds are based on an environmentally conscious concept, suitable for the quality of their free time for all ages. There is a need to develop and strengthen an environmentally conscious approach and good practices. Everyone, regardless of nationality, can participate in recreation in community spaces and training for the general public, promoting social inclusion and combating discrimination. The investment in the action area is included in the ITS, R1. Improving the city’s external and internal transport conditions and accessibility; R5. It contributes to the achievement of the thematic milestones “protection and improvement of the built and natural environment” by renewing housing blocks and their environment (suburban objective V3). The project serves these objectives of ITS by developing the Tócóskert action area. The improvements to be implemented in the project are in line with the objectives of the call and serve to achieve them, and at the same time contribute to the implementation of the city’s rehabilitation activities in an environmentally conscious manner.
