The goal of the development is to renew the Petőfi Square in the downtown of Debrecen in a cost-effective, environmentally conscious, family- and climate-friendly way. By carrying out economic activities, it contributes to the economic development goals of the TOP, i.e. the maintenance of the population and the improvement of the living conditions of the district. The action area covers the southern part of the city centre, which can be treated as part of the historical core of Debrecen. Administrative, commercial and transport functions are outstanding in the development part of the action area. The Petőfi Square is also characterised by problems due to its location in the city centre. One of them is the lack of parking spaces, characterised by crowded surface parking lots. The second is the neglected state of green surfaces, which, in view of very significant car traffic, poses a health risk. The improvement of the living conditions of the ageing population can be achieved both by renovating the existing housing stock and by further expanding the green surface system of the district. In order to maintain the residential function and the overall attractiveness of the city centre, it is necessary to further expand the green surface system, to extend the pedestrian zone, to strengthen community functions and to protect the historical cityscape more effectively in connection with the regeneration of the block. The planned investment is, among the objectives set out in the ITS, in particular R5. The protection and improvement of the built and natural environment supports the achievement of the goal of the downtown action area and its surroundings, but to a lesser extent the R1. Improving the city’s external and internal traffic conditions and accessibility (important transport hub itself) and R4. Improving the conditions for quality tourism at international level and upgrading existing conditions will also encourage the achievement of objectives (contributing to an attractive city centre). The implementation site of the project concerns the areas within the action area located in areas 9556/1, 9672, 9637 and 9669. Further information on this (Classification by OUT, etc.) is presented in the Project Data Sheet section of the Implementation Sites. According to points 3.1.1.2 a)(1) and (2) of the call, during the development the reconstruction of green surfaces and the construction of deciduous deciduous, wooded and shrubbands are carried out. On the basis of point (i) of Chapter 3.1.2.2 of the Call, there will be an exchange of outdated park equipment which do not fit into the urban landscape, as well as the renovation, extension and renewal of the roads currently in use in accordance with point 4 of Chapter 3.1.2.2. According to point 3 of Chapter 3.1.2.2, the parking areas in the area will be refurbished. In connection with point B(c) of Chapter 3.1.1.2 of the call, the economic recovery activity will be carried out with the involvement of private capital. The technical content of the project includes public security cameras included in a high-resolution system equipped with image processing intelligence, according to point 7 of the Call 3.1.1.2, which can significantly reduce actions that reduce the sense of security of residents. The project involves the purchase of “Public Area Management and Operation System” software, which provides the Municipality of DMJV with technological progress in the up-to-date register of the open areas of the city. By using the software, it is possible to record the characteristics of green surfaces and paved spaces (from size to individual parameter), to organise their different management and maintenance tasks, to schedule the corresponding workflows in time, etc. In accordance with the principles of sustainable development, the energy-saving transformation of the current public lighting system as required (Call 3.1.1.2.) is achieved. The project does not lead to an increase in the proportion of the population of low status, the principle of partnership planning applies, access to the soft programme is guaranteed to all. The development of an active Community partnership will contribute to a better use of Community spaces. Soft programmes planned in accordance with point 3.1.2.1(g) of the Call will be designed in such a way as to contribute to the acceptance of all investment activities. Compliance with the conditions set out in points 3.1.1.2 and 4.4.2 of the call was recorded in the project preparation point.
