Green City — White Castle Pulse II. TOP

The aim of the Green City — Fehérvár Tüdeje development programme is to counteract the extensive development of a large-scale green and recreational area development. A preparatory study plan for a decision was prepared in 2016. The study plan divided the programme into three separate phases. Phase I of the programme is a project entitled ‘Sport and Recreational Exploitation of Lakes in Palotaváros’. The implementation of the second phase of the programme is estimated to require HUF 5,445 billion in funding, therefore, phase II can only be implemented in further phases, involving EU (TOP) and central government sources (MVP). The TOP part of the second phase of the programme will be implemented in the framework of this application. In the framework of the project, the construction of a facility serving as an economic recovery activity will be carried out, with the construction of a water block and a commercial-service building, together with the acquisition of the physical equipment necessary for the operation. The project includes the development of pedestrian road networks (walks) and car parks, as well as public improvement. The project currently has only one preparatory study for a decision. The procurement procedure for planning tasks is ongoing. Additional soft interventions: organisation of programmes in the field of environmental awareness and crime prevention.Obligatory, ineligible activities: 1.The new building serving economic recovery activities is designed and constructed in such a way that its energy characteristics comply with the requirements of the TNM Decree, which is supported by an energy certificate. 2.Building/part of building containing dispersed asbestos is not located in the area affected by the investment.3.The area affected by the investment does not include common or ineligible premises, parts of buildings.4.The construction of a new building providing public services and providing community-purpose functions serving the economic recovery activity will achieve the full and complex accessibility 5.The charging and infrastructure necessary for the use of vehicles is not installed.Optional, ineligible activities: purchase of equipment necessary for proper use of the area; construction of the usable building stock of the green area to be developed: establishment and establishment of walking paths with permeable coverings throughout the whole layer of construction suitable for public toilets and economic functions. In view of the fact that planning work will only start after the successful completion of the planning procurement procedure, there is no precise budget yet, but only an estimate of costs. As the subject of the application is part of a larger and coherent green area development, the presentation of the results of the survey of the population based on the indirect involvement of the city of Palotaváros, as well as on urban-level interviews (2016-2-8 pages) can be matched with the requested documents. The task of the occupancy plan may also be carried out during the project development period. The location of the development covered by the aid application is identified in the current Integrated Urban Development Strategy of Székesfehérvár. The municipality undertakes to prepare an action area plan and a cost-benefit analysis, which it submits to the Fund at the end of milestone 1. The “soft” activities will be developed during the project development phase and detailed in the action plan. Some of the ownership relationships are owned by the Municipality of Székesfehérvár County Rights. The ownership of the foreign-owned properties affected by the development is acquired by the Municipality through sale and expropriation. The purchase of the areas and the planning of the second phase of the Green City — Fehérvár’s Tüdeje II will be implemented in the framework of the Modern Cities Programme. From the point of view of land use, a significant part of the area is classified as commercial service economic area and forest land use in the current settlement structure plan. The urban structure and regulatory plans in force are under review. In the course of the review, at a structural level, the areas currently to be built into land use.
