Expansion of the downtown traffic-reducing zone: developing the missing section of the Sopron Castle District

In the framework of this project, the Municipality of Sopron Municipality intends to continue the expansion of the city centre with the construction of the missing sections. As part of the first phase of the development, about 15e m² of public space development was completed in 2015 in the Castle District of Sopron. The second phase of the development involves the renewal and transformation of the two areas, the so-called Kisvár District and Ötvös u. and Széchenyi Square, which form an integral part of the Castle District. At the end points of the planned investment, the road sections connected to the project will also be affected in the framework of the project, so the connection points of Kisvár District will become implementation sites, part of Ógabona Street, part of Major street and part of Theatre Street, as well as in the case of the section between Ötvös utca and Széchenyi Square, part of Hátsókapu utca, part of Ötvös utca and part of Széchenyi István Square. After the investment, almost 6 700 m² of pedestrian and cycling road surfaces will be created. In line with the completed area, the Castle District should become a single transport area with sections of public spaces with pedestrian and cyclist dominance and damped traffic, renewed in its pavement, equipment, green spaces, public lighting and public utilities network. As a result of the development, the renewal of pedestrian areas on either side of the road will be completed. Extending the completed phase I in both directions, the boundary of the traffic dampened area is extended. Traffic thresholds are set up at entry and exit points and new pedestrian crossings are being established. Prioritising public transport in the development area remains an important objective. The network of cycle paths completed in Phase I will also be expanded with additional cycling routes. The development of the bicycle network also involves the installation of bicycle storage facilities. The accessibility of public spaces will be implemented in accordance with the stage of public space completed in Phase I. In the area of the parking lot set up in Kisvár district, two charging points for charging electric vehicles are set up. The above interventions are carried out in the framework of the Call 3.1.1 B) traffic reduction, road safety and accessibility, which can be independently supported. As a result of the investment, sustainable modes of transport are prioritised and no sustainable mode of transport will be disadvantaged after development compared to the situation prior to the investment. The project concerns road transport in 1988. I. tv. It shall be planned in accordance with Section 8(1a) taking into account the needs of all road users. The detailed documentation shall specify and describe which speed and transit traffic reductions can be achieved by means of traffic damping (replacement or traffic reduction of the existing section, construction traffic or other means) in order to ensure sustainable urban transport. The activities are planned and implemented by prioritising sustainable modes of transport (community, cycling, walking). The road safety or traffic damping activity is designed and implemented in accordance with the town’s cycling network plan or, in the case of municipal cycling routes, in accordance with the town’s cycling network plan, in order to ensure the safe conduct of cycling. Speed-deceleration devices to be constructed (e.g.: ‘threshold’ or ‘legal police’ will be designed to be easily accessible and visible in compliance with the speed limit applicable to the area. The speed reduction components shall be recognisable at least from the stopping time. The speed-deceleration devices are constructed only on the basis of the technical specification e-ÚT 03.07.13 Planning guide on road speed reduction devices. Speed-deceleration devices are implemented in a cycling-friendly way. In case of infrastructure and IT modernisation and development of the parking system, we will demonstrate how the modernisation of the parking system and the related regulatory measures contribute to the priority of sustainable modes of transport, as well as to the decontamination and reduction of traffic in the internal urban areas. After the investment there will be a demonstrable traffic reduction. The Municipality has a Local Equal Opportunities Programme, which was adopted by the General Assembly of the Municipality of Sopron by resolution 271/2013 (IX.26.) and reviewed in 2015 by resolution 196/2015 (IX.24.)
