In the course of the project, the third stage of the Western Small Circuit will be built, which is connected to the section of Stage I of the small boulevard between Hatvan — Arany János Street at the junction on Hatvan Street, partly along Csók Street and partly on a new route to Mester Street. In addition, new bicycle traffic facilities will be established on the road sections in the vicinity of the small boulevard, partly by connecting the missing sections of the existing bicycle traffic facilities, ensuring that the Western traditional residential area according to ITS and the inner roads of the suburbs are relieved. As an activity that can be independently supported in the project, the development of the Bicycle Friendly Development (b) was planned to be implemented, as part of which the “Settlements or the development of a cycle route between the settlement centre and the settlement part” will be carried out. On the route of section III of the Western Small Circular Road, the bicycle route with a directional point and the bicycle traffic facilities to be constructed and designated in the surroundings of the road network ensure access to the already existing bicycle network, contributing to the spread of sustainable modes of transport. In the case of built bicycle traffic facilities, they are drained by rainwater, the necessary replacement of public utilities during the affected road sections and their protection. The self-eligible activity B) traffic reduction, traffic safety b) alternative bypass routes will be built as the final stage of the Western Small Boulevard III phase. The Municipality of DMJV has been planning the implementation of the Western Small Boulevard for a long time, and its route is included in the regulatory plan. On the one hand, the construction of the road is justified by improving the accessibility of the neighbourhoods (Libakert, Sestakert, Újkert, etc.) and by relieving the internal road network (the Bethlen Street — University Avenue). During the construction of the 411 m long new track, the Hatvan Street junction was designed to complete the demolition and construction of a new track structure as follows: Keeping the road gauges of Phases I and II, 2 x 2 traffic lanes and two 3.25 m wide bus lanes, green strips planted with a shrub of 1.25 m wide on both sides of the road are constructed with 1.00 m wide unidirectional cycle path and border separation, and 2.10 m wide square stone pavement. In the case of the construction of the Western Small Boulevard Stage III, the call also entails ineligible costs. The main reason for this is that the other public utility networks are not and will not be owned by E-ON power cables, cables, telecommunications networks owned by Magyar Telekom, UPC, DIGI, DV INFO and the gas pipeline. Publicity and awareness-raising campaigns aimed at promoting cycling and road safety will be implemented as non-eligible, mandatory activities. There is no energy efficiency measure and dispersed asbestos removal in the project. The investment takes into account accessibility requirements. Activities that are ineligible for the project will not be implemented. The technical design documentation will be elaborated in detail during the project development phase. During the preparation and planning, we will take into account the technical-professional content requirements set out in point 3.4.1.1 of the call. The investment is carried out indirectly through economic development and employment links and facilitates the infrastructure conditions for labour mobility. The Grant Applicant declares that, during the preparation of the project, it has paid attention to ensuring safe transport conditions for all road users when planning the project, and therefore intends to plan the development and development of safe transport conditions for pedestrians, cyclists and public transport modes in the interventions in order to protect the weaker road users.
