Construction of a bicycle path between Diósgyőr Castle — Lillafüred

The project aims at call TOP-6.4.1-16 “Sustainable urban transport development” 3.1.1. On the basis of point/A) the implementation of self-eligible activities entitled ‘Bicycle-friendly development’ has been defined. The development meets the requirements of the technical and professional content and implementation of the call as set out in point 3.4.1 of the call. The investment contributes directly and indirectly to making urban mobility more environmentally sustainable (air pollution, noise) and financially (for operators and road users) and contributes to the direct municipal and indirectly national increase in the value of the priority result indicator “share of people using walking, cycling or public transport as the main means of transport for daily journeys”. Improving the safety of pedestrian and cycling conditions will therefore lead to direct and indirect improvements in facilitating labour mobility in this respect. The planned intervention is not a point one but a part of the areas’ development packages for the sustainable urban transport development. The development takes into account regional circumstances and is geared towards the development of the necessary transport infrastructure. The development serves the implementation of an integrated territorial programme adopted by the Government. According to the aid application, the bicycle facilities planned to be implemented in the form of call TOP-6.4.1-15 were already included in the Bicycle Traffic Network Plan as project elements to be implemented. Indicator available through implementation: 7.050 m cycling facility. The bicycle facility connects two major tourist destinations of Miskolc, Diósgyőr Castle and Lillafüred. The planned route is connected to the existing network of cycle paths within the city (currently only partially connected). The facility establishes a connection between the districts of Diósgyőri, Berekalja, Paper Factory, Lower Hámor and Upper-Hámor. The following roads and locations may be affected by the investment: Castle Street, Bartók Béla Street, Székely Street, Honvéd utca, Móra Ferenc Street, Hóvirág utca, Rigó Street, Paper Factory, Hegyalja Road, Herman Ottó Memorial Park, Small Railway Station, Vásárhelyi István Street, Vadas Jenő utca, Losonczy István Street, Miskolc-Eger connecting road, Lillafüredi Függőkert, Palota Street, Hámori Lake. Their actual involvement will be finalised during the planning process. Due to environmental conditions, the bicycle installation to be implemented includes several types of installations, which can be finalised at the project development stage by developing track variations on certain sections. In Diósgyőr-Berekalja-Papírgyár districts and Upper-Hámor districts, it is possible to create a bicycle trail on low-traffic roads. A two-way bicycle road can be built in the Paper Factory area next to Hegyalja Road and on the Herman Ottó Memorialpar-Lower-Hámor section. From Lower Hamor to Lake Hámori, the Miskolc-Eger main road is unavoidable. The nature of the bicycle facility is chosen by the designer, depends largely on the cross-section that can be developed on the spot, the possibilities for widening the road. The final route, type and content suitable for construction of the bicycle facilities will be selected on the basis of a decision preparation study plan at the project development stage. The length of the planned cycling facility is approx. 7.050 m. During the planning, the road safety audit and the NFM Bicycle Design Jury are completed, the findings of which will be taken into account when preparing and finalising the licensing and construction plans. As part of the project, a road safety awareness-raising campaign will be carried out to promote cycling transport. The detailed development of the awareness-raising programme is carried out at the stage of project development, and the objectives set out in the CDV are attached. To the final report of the project we attach the certificate of uploading the Bicycle Road Recording System. The grounds for exclusion set out in point 4.2 have been examined and we declare that they do not apply to this project. We declare that: — According to point 3.2, the project does not constitute State aid. — According to point 4.1, the project concerns a national road, during the preparation we carry out the necessary consultations with Magyar Közút NZrt. Proof of ownership will be submitted as requested during the project development period. — Project has no foreseeable climate risk. — The classification of the documents referred to in point 6.1 is attached. — Miskolc MJV has a Local Equal Opportunities Plan, the current version is attached
