Building energy development of Pál Vasvári Primary School

The main objective of the project is to reduce the expenditure of the municipality by modernising the building of the Vasvári Pál Primary School in Dunaújváros and to reduce the environmental damage of the municipal institutional system. The building is the first elementary school in the Danubeújváros city centre. The building was opened on May 31, 1951. The building is subject to local protection. The structure of the building is considered to be average due to continuous maintenance. The high energy costs and extremely poor energy efficiency of the school building for many years have created major operational and maintenance difficulties for the maintainer. Due to the location of the building, the outdated doors and windows provide almost a “passport” for the cold air in winter, thus impairing the living conditions and well-being of the pupils and workers staying there. The over-operating costs of the building, primarily heating, are borne by the maintainer, so reducing them is the primary task during the project implementation. The energy renovation of buildings is also very important from the point of view of building safety, health, hygiene and ergonomics. With the implementation of the project, the preservation of the facade of the school’s building will be solved for a long time. On the other hand, by meeting the modern building construction requirements, the cost of energy use can be reduced by an order of magnitude. During the investment, the facade is equipped with 12 cm polystyrene foam thermal insulation. After dismantling the existing waterproofing of the flat roof, an average of 15 cm, with slope-trained, accessible polystyrene foam insulation is prepared, and then we develop a new waterproofing of the roof. Replacement of the external wall windows with modern, plastic case with enhanced thermal insulation glazing. The studies underlying the investment were carried out on the basis of calculations required by law. After analysing several variants, we selected the most favourable version, which, on the one hand, has favourable economic indicators, on the other hand it meets the legal requirements and the conditions set out in the call for proposals. Compliance with the conditions set out in point 3.1 of the call: In the course of the project, it will be possible to renovate the façade, complete reconstruction of the roof structure, — replacement of doors and windows of the building — among the project’s eligible activities under point 3.1(es) of the call, and to modernise the building’s mechanical system. All elements of the development to be carried out are listed as eligible activities independently in the relevant section of the call for proposals. 3.1.2 The project does not include an activity listed as an optional activity that is not self-eligible. The Municipality of Dunaújváros MJV undertakes to carry out all the mandatory activities listed in point 3.1.3 of the call and to comply with the points of the call relevant to project 3.2, and accordingly undertakes the following commitments for the project: a) Compliance with environmental and equal opportunities legislation applicable to the project, no protected natural and cultural assets are present in the area covered by the project, and are not adversely affected by the project; at the latest during the implementation of the project, the municipality shall eliminate the environmental damage that may have been caused during the project and the non-compliance with the law in terms of equal opportunities. b) In public events related to the development, in its communication and behaviour, the municipality shall express a sense of chance: it does not mediate segregation, reduces existing prejudices for groups. (c) It takes into account the project’s potential to mitigate and adapt to climate change and the planned investment ensures that the project is resilient to climate change and natural disasters. The implementation or results of the project will not be jeopardised by an extreme weather event due to the planned date of execution of the project and the location of the building concerned by the project. The project has no foreseeable climate risk. The project complies with all environmental and equal opportunities legislation and has no negative impact on energy use, environmental status of the project environment, water status and climate change. When planning the project, DMJVÖ takes into account and enforces the principles of universal design, i.e. the needs of women and men, the needs of the elderly, the disabled and the children. The project fully complies with the Equal Opportunities Programme of the City of Dunaújváros. The objectives and results of the project are fully aligned with the objectives and results of the Integrated Territorial Programme of the Municipality of Dunaújváros MJV Dunaújváros.
