Within the framework of the project, the energy modernisation of the building of the Municipality of Debrecen, which is a public administration and protected by monuments, located at Piac utca 20, will be implemented, the more efficient energy use of the institution and the reduction of CO2 emissions. The building concerned by the development is currently below the current 176/2008. (IV.30.) the category ‘DD — approaching state-of-the-art’ under the Government Decree on the certification of the energy characteristics of buildings. The design is carried out in accordance with the existing conservation and heritage regulations, taking into account energy efficiency considerations. Energy efficiency-oriented development of the building through the modernisation of external boundaries, as well as the modernisation of mechanical systems, which are designed in accordance with Article 7/2006, will be implemented as an activity that can be independently supported in the project. It shall be carried out according to the cost-optimal requirement level of Decree No 34/2005 of the Minister for Transport. The renovation of the building under historical protection is to be solved by the renovation of the exterior facade, the replacement of doors and windows, the installation of thermally insulated windows and the restoration of the original state by the Municipality of Debrecen. The thermal insulation of the outer masonry, roof and attic slabs is made with values in accordance with the legislation. The doors and windows are replaced with wooden or PVC frame structures in accordance with historical and heritage protection regulations. The project will modernise, replace and/or upgrade the related heating and HMV systems as an optional activity that cannot be supported on its own. Installation of heat pump systems and linking to the heat transmission system is planned in the framework of heat pump system construction. As part of the modernisation of existing outdoor and indoor lighting systems related to the building concerned, the replacement of conventional fluorescent lamps is planned. In connection with the modernisation of central ventilation and air-conditioning systems, an artificial ventilation system will be set up in the building. As non-eligible, mandatory activities, the building will be made accessible in proportion to the project, ensuring publicity, developing the training material and providing training for the permanent users of the building. The building does not contain asbestos, so the removal of asbestos is not relevant. The technical design documentation will be elaborated in detail during the project development phase. During the preparation and planning, we will take into account the technical and professional content requirements set out in point 3.2 of the call, and the project meets all the requirements on the basis of the preparation.
