Energy development of Móra út and Aranyi Sándor út crèches

The project proposal aims at a wide-ranging energy renovation of two crèches owned by the Municipality of Szolnok County and managed by the Health and Cradle Directorate of the Municipality of Szolnok County: •Móra Ferenc road crèche: 5000 Szolnok, Móra Ferenc út 2. (Revision: 1428/5); •Aranyi Sándor road crèche: 5000 Szolnok, Aranyi Sándor út 1. (Revision: 9107/13). The project also includes developments in building energy and renewable energy production. During the development of the exterior doors and windows, as well as the thermal insulation of the outer walls and the flat roof. As an engineering investment, the modernisation of the heat take-off and HMV system and other mechanical interventions are carried out. In the case of the building on Aranyi Sándor út, electrical lines that do not meet the standards will be replaced. As a renewable energy element, a solar panel system is also installed on all buildings designed to reduce the consumption of electricity in crèches. Both buildings are equipped with district heating, the development reduces consumption and a significant part of the electricity is produced. Since both buildings are equipped with district heating with mixed fuel (fossil and renewable), it is subject to the following exception to point 5.6(3) of the Call: ‘This specific limit does not apply to the modernisation of district-heated buildings with mixed (fossil and renewable) energy sources in cities with county rights: Szolnok...’. Accessibility is a mandatory task to be carried out during the investment, in which accessibility is carried out in accordance with the requirements. The project is not affected by asbestos removal or monument protection. The selected self-eligible activities: a.Developing self-government buildings with a focus on energy efficiency by upgrading their external boundaries. d.Maximum small power plant (HMKE) photovoltaic system to meet its own electricity demand. Selected, ineligible actions: a.Upgrading, replacing and/or upgrading of the heating and HMV systems based on fossil energy sources The building does not fall into category DD regarding the certification of the building energy characteristics of the government decree in force at the time of the call. Relevant mandatory activities: •Accessibility •Providing information and publicity •Developing training material and providing training. At the end of the project, a valid energy certificate for the developed state will be completed. During the development of the project, the Project Plan and its related annexes are prepared. The Preliminary Project Plan was attached as an annex to the aid application, which presents the detailed technical content of the project. The total eligible cost of the project is HUF 314.000,000 gross but does not generate net revenue, so it is not necessary to carry out a CBA analysis. The technical inspector is intended to be employed during the construction. The useful floor area of the buildings covered by the application exceeds 50 sqm. The education of the permanent occupants of the buildings concerned is part of the project. As part of this, an expert with expertise in building management or building energy management and energy management performs educational activities on the solutions applied and the correct operation. The relevant training material will be available in both buildings in a later, self-learning form. A record of the training and a photo documentation will be prepared. The design and implementation of the project takes into account environmental and equal opportunities legislation, protected natural and cultural values. In public events, communication and behaviour related to development, we express a sense of opportunity. The project is expected to have no climate risk. The investment does not concern external or greenfield areas. The project complies with all environmental and equal opportunities legislation and has no impact on energy use, environmental status of the project environment, water status and climate change. When designing, we take into account and enforce the principles of universal design. The implementation of accessibility is planned in the framework of the present tender scheme in Cluj-Napoca Road member institution. The crèche on Móra út will be accessible through the call TOP-6.2.1-16.
