The planned new Administrative Center will be implemented by internally refurbishing the two-storey office building of 1 754 m² under number 1 of Szekszárd, Ybl M. u. 1, 1769/2. The state-owned office building, managed by the Tolna County Government Office, was renovated in 2014-2015 as part of a KEOP tender, the exterior doors and windows were replaced, the facade was thermally insulated, the roof was re-insulated and the heating system was upgraded. The energy renovation did not affect the other interior structures of the building, such as the interior doors and windows and the wall and floor coverings, as well as the outdated building electricity system and the water and sewage pipes and related fittings of building engineering. The building, which has been in use for a long time, needs to be completely renovated, with the exception of the heating system. The barrier-free access to the building and its internal accessibility are not solved. Accessible ramps shall be constructed for access to the entrances. The two levels shall be connected, if necessary, by an accessible lift. The plot of the property is small, the parking is not solved, so it is possible to set up a new parking lot as required by law with the construction of an obstacle-free car park. The functions to be installed in the building operate in a number of different locations in the city under conditions that do not meet the requirements of the age, and therefore their integration into a building allows for a more economical operation with a justified and higher quality service. A pediatrician’s and adult doctor’s office is placed in the Care Centre with one practice each, as well as one pediatrician’s office with social rooms, isolation room, the regional protective service with 6 protective women’s rooms and 4 female counseling rooms with 1 examiner, community room for lectures, the necessary service rooms (expectors, 3 medical rooms, 2 nursing rooms, 1 laying room, 1 car driver’s room, 1 medical dining room, 1 protective women’s dining room, staff changing rooms and toilets, patient or client toilets and toilets, at least 1 accessible toilet, warehouses). A solar system for the supply of electrical energy in the building is to be installed, with which the cost of operation can be further reduced. The construction was completed on 31 August 2015. As part of the energy modernisation, insulation of the exterior facade of the building, heating upgrade and replacement of doors and windows were carried out. Due to the constraints imposed by the tender construction, the renovation of the interiors of the building was not affected by the construction, so the delimitation of the present development is clearly possible on the basis of the KEOP-5.6.0 energy renovation plans and the technical handover and acceptance documentation.
