Creation of a new family and child welfare centre in Kecskemét

1. In addition to today’s demographic trends, helping disadvantaged children living in poverty and their families to catch up is also an important social task in terms of maintaining employment levels, raising living standards and ensuring equal opportunities. In the organisation of cross-sectoral cooperation (education, health, child welfare), Family and Child Welfare Centres and the provision of family and child welfare services have a prominent role in caring for disadvantaged families, preventing and eliminating the risk of children. As of 1 January 2016 in Kecskemét, family assistance operates in an organisational and professional unit within the framework of the Directorate for Health and Social Institutions (ESII) with child welfare services. The Family and Children’s Welfare Centre performs a number of tasks in the city, including child welfare services, and as a special service, street and residential social work, hospital social work, and on-call contact. The primary task of the child welfare service is to promote the upbringing of the child in the family, to prevent them from being at risk, to eliminate the resulting vulnerability and to facilitate the reintegration of a priority child from his/her family into a family. Due to the change in the legal environment, the Family and Child Welfare Centre in Kecskemét also has an obligation to provide district care for certain services, which means an increased workload since the beginning of 2016. The Family and Children’s Welfare Centre in Kecskemét currently operates on the property under Fecske u. 20, 100 % owned by the local government. On the same property there is also day care for addicts and psychiatric patients carried out by the RÉV Passion Patient Assistance Service in Kecskemét, which operates under the maintenance of the Charity Foundation in Budapest. This double load has resulted in significant capacity problems in the Centre. In terms of the number of children cared for, there was a steady increase in the number of children from 2010 to 2013 (2010: 1606 in 2011: 1721 in 2012: 1891 in 2013: 1956), followed by a decrease in the last two years (2014: 1843 in 2015: 1721 pcs). The decrease in the number of cases is mainly due to the reduction of compulsory school age from the age of 18 to the age of 16. The number of children in protection peaked in 2013 (330) and in 2015 showed a rise again compared to the previous year (312). There has also been an increase in the number of specialists, which has reached the highest level since 2010 (360 people) in the past year, indicating that families are unable to raise their own children to the right standard, are struggling with many problems and increasingly need intensive professional support. Within the framework of the Family and Child Welfare Centre in Kecskemét, the aim and task of family assistance is: a service provided to persons and families in need of assistance due to social or mental health problems or other crisis situations, with a view to preventing the causes leading to such a situation, ending the crisis and preserving the ability to lead a life. Family assistance through the tools and methods of social work contributes to the well-being, development and adaptation to the social environment of individuals, families, groups and communities. Benefits and services related to social security can be provided with an appropriate level of information, accessibility and compliance with the rules governing access to social security. It helps to prevent, detect and address social and mental health problems in its area of operation, to prevent or eliminate crises and to maintain the ability to lead a life. The purpose and task of the child welfare service is to: to promote the physical, intellectual, emotional, moral development, well-being and upbringing of the child in the family, to prevent, eliminate and remove the child from the family, to reinstate the priority child. Primary care helps to identify the child’s disadvantaged and cumulative disadvantage and to overcome it by reducing the child’s socialisation disadvantage. Activities to provide services to ensure the well-being of children and to protect children’s rights include support for families, individuals, in particular children, social and mental health. The provision of family assistance and child welfare services is a range of activities planned and carried out in accordance with the legislation.
