Within the framework of the Subject Support Application, the properties located in nature at 3100 Salgótarján, Salgó út 32-40, real estates located in the land registry under land registry numbers 3125, (3126) and 3127 shall be refurbished. A total of 17 rental apartments and 1 Community House (77.9 m²) will be built in the buildings affected by the development. The areas of real estate were delimited and planned taking into account the minimum requirements set out in the call. During the renovation, the water and thermal insulation of the buildings (facade and slab), the replacement of the roof structure and roofing, modern doors and windows are installed, and the entire electrical and plumbing network will be refurbished. In all cases, electricity is available with a card meter. As part of the development, the connection of all properties to urban utility networks will be solved. Bathrooms and cooking rooms are designed. During the development, a property will be fully accessible (planned in the building at Salgó út 40). In addition to the properties, a previously mentioned Community House (Salgó út 40, real estate) will be created. A communal space, kitchenette, toilet and shower, laundry room and office space are set up in the Community House. During the construction of the building, the applicant sought to be accessible and usable for all groups. During the construction of the Community House, equipment and furniture are purchased, which is necessary for its operation, maintenance and use. In addition to the renovation of the real estate and the construction of the Community House, the area around the real estate will be organised, the outbuildings will be dismantled, ducts will be buried, cellars, tunnels, pits will be buried, the backwall will be reinforced and, if relevant, storage facilities suitable for the storage of wood for heating will be installed. A parking lot (including disabled parking) and a playground with a fence will be installed next to the Community House. During the project the acquisition and installation of playground equipment will also be carried out. In addition to the renovation in nature 3100 Salgótarján, Salgó street 56 a, b), c); 58 (a), (b), (c); Properties under Nos 60 and 62, and its outbuildings, shall also be dismantled in the land registry under the topographical number 3139 and its outbuildings. The people living in the properties affected by the demolition will be transferred to the renovated rental apartments. The area affected by the demolition may be given a new function in the future. The renovation works (according to the plan) can be carried out in 2 two stages (taking into account the lowest number of removals and the calmness of the residents), the first phase of the renovation of the properties at Salgó street 32 and 34 will be renewed, and after the move/removal the renovation of the properties located on Salgó street 36, 38 and 40, the construction of the Community House, the settlement of the area around the buildings, and the demolition of properties 56-62 Salgó street. Prior to the material support request — focusing on the specific segregation — the Municipality of Salgótarján County Rights, the Association of Disabled Persons and the Salgótarján Employment Nonprofit Kft. Consortium (hereinafter referred to as: In the form of a consortium), the Ministry of National Economy submitted a request for support in response to the call TOP-6.9.1-15-ST1 entitled ‘Complex programmes at local level to strengthen social cooperation’, which is requested by the Ministry of National Economy’s Regional Development Operational Programmes Managing Authority (hereinafter referred to as: Sponsor), on 28 September 2016, received a grant of HUF 79.979.010 (total cost of the Subject Aid Application: HUF 266.539.526). Project TOP-6.9.1-15-ST1-2016-00001 entitled “Complex programmes to strengthen social cooperation at local level” was started by the Consortium on its own responsibility on 1 January 2017 — regardless of the fact that the project does not have the decision to conclude the project development at the time of the submission of the grant application entitled “Salgó út urban regeneration”, thus not recognising the project’s entry into the implementation phase. As the project is implemented in the TOP-6.9,1-15 project, its implementation phase will run from 01.01.2017 to 30/06/2019. The material support application was planned and compiled in the knowledge of the ESF-funded project. Therefore, the ERDF infrastructure investment starts one year after the start of the ESF project, i.e. on 1 January 2018 and lasts until 31 December 2018 (12 months), which 6 months after the physical end date (30.06.2019) reaches the date of physical completion of the project.
