Local employment cooperation in the district of Győr

The goals of the Municipality of Győr meet the goals of the Pact in several dimensions. One of the main objectives of the city is to support the economic development of the region, the key element of which is to solve inequalities and distortions in the area of employment. At the same time, it considers it a social task of the Municipality to help and support citizens who, for various reasons, are excluded from the world of work or who are struggling to work. Combining the two goals, the Pact aims to develop solutions that help the target group in need to integrate into the labour market, find and acquire a suitable profession, find and maintain employment, while at the same time developing and implementing programmes and projects to reduce employment problems and the shortage of skilled labour to support economic growth and small, medium-sized and large enterprises in the region. The aim of the Pact is to establish and operate a wide-ranging and long-term cooperation network. A prerequisite for long-term viability is that the activity is of high quality, viable in both economic and public spheres and in accordance with the standards. Given that cooperation is voluntary, in case of inadequate technical or technical content, the members of the Network will not have an interest in participating. Events, communication platforms and content must comply with international business standards, as the organisations that cooperate in the Pact also represent these standards and thus expect them from the organisations working with them. In order to ensure adequate, high-quality cooperation and services, the activities of the Pact will be continuously monitored throughout its operation. In the preparation of the second phase of the aid scheme, the results of the monitoring will be evaluated by the Consortium and, on this basis, it is planning the next phase. The planned operation of the Pact is characterised by continuous self-reflection, and the impulses, expectations and feedback are continuously incorporated throughout operation, always improving the efficiency and performance of the network. Wide-ranging cooperation and public quality assurance, as well as a continuous mirror, in addition to conscious monitoring activities. In order to ensure a high quality of training and labour market services, the Pact will involve those with extensive experience in the field. The members of the consortium are recognised civil society organisations at national and international level, as well as Mobilis, which has been successfully operating for several years, bringing the local economic direction closer to society. The Pact’s strategic objectives are: 1. Developing the Győr Life Care Model, supporting its overall goals, working and developing economy 2. Increase economic activity by activating the region’s inactive and unemployed layers and integrating the labour force into the market, increasing the region’s ability to retain the labour force 3. Developing human resources by coordinating the different levels and types of training to support the development of a system that is integrated at territorial level and adapted to the needs of the employer. In the framework of the Compact in the Győri Járás area, long-term cooperation based on the labour needs of local enterprises will be established between stakeholders interested in improving the employment situation; targeted programmes will result in more effective employment promotion, supported by the temporary wage and contribution support for the employment of newly employed workers. As a result of the development, the chances of returning to the labour market for disadvantaged people (e.g. people with disabilities), unemployed and inactive people are significantly increased. The further benefits of this cooperation are the strengthening of the region’s capacity to retain and attract labour, thus reducing the vulnerability of local economic organisations and improving their overall competitiveness. The improvements made in the Pact are linked to the objectives of the Partnership Agreement, the reduction of development gaps based on territorial specificities and the raising of employment levels. The situation of child care services will be described in detail in the analysis, strategy and action plan that underpins the Employment Pact. In particular, the human resources needs of new child care capacities developed from TOP TC8 ERDF resources (measure TOP 6.2). The beneficiaries undertake continuous and documented cooperation with the State Secretariat for the Labour Market and Training of the Ministry of National Economy for the entire duration of the project. Gyms County Municipality and the Chamber of Commerce and Industry will be involved in the Compact Organisation, the discussion has been launched and the steering group will be involved.
