The Employment Pact Programme of the City of Miskolc.

EXTENDED PROFESSIONAL CONTENT ATTACHED AS A DOCUMENT, AS THIS IS NOT POSSIBLE DUE TO THE NUMBER OF CHARACTERS. The aim of the project is to: implementation of training and employment programmes in partnership between the public and economic sectors. In particular, helping to find disadvantaged workers with disabilities, leading to employment growth. The main objective is to provide a sufficient number of well-skilled, socialised and motivated workers to meet the needs of the labour force of enterprises operating in the city and which will soon be established here. Planning area of Miskolc’s MJV project: The administrative area of Miskolc, where locally operating companies are located, where employment takes place. The delimitation between the county and the local and the Miskolc Pact is that labour market services and training grants can be used by the target groups according to their home address. If these persons subsequently receive employment subsidies, including wage subsidies, the costs or indicators relating to the project shall be declared according to which the person concerned has previously received a grant. However, it is possible to include wage subsidies in the project (if the person concerned has not received any other support beforehand) in which the employer has an establishment in the geographical area of the project. Strategic goals will be aligned with the county pact. Coordinate the functioning of the Pact and prepare work plans. The Pact has a strong focus on encouraging corporate contacts, investment and employment expansion projects (including in social enterprises). All these services are supported by modern ICT tools. The preparation of company, labour market and vocational training analyses and corporate contacts are carried out in cooperation with the BAZ County Chamber of Commerce and Industry (BOKIK). During the preparation, the analysis and strategy preparation tasks are carried out. The first step of the project is to assess job and job-seeker employment profiles, and then to identify training and counselling needs. Training and then employment can be started with the prior approval of the companies offering the targeted jobs. During the implementation of the project, a number of activities are run in parallel, such as coordination with the actors within the project and with local pacts in the county and the neighbourhood. The communication tasks in Principal Activity 1 (including company requests) support the tasks of Key Activity 2. The project favours the participation of disadvantaged and inactive people in the labour market, including support for work experience combined with training. In addition to wage subsidies, they support the travel of the target group. The human resources needs (training and wage support) for business development from the priorities of TOP and EDIOP ERDF will be supported in line with the labour supply. Legislation related to labour market subsidies will be applied and the Government Office and its district office will be involved. The tasks of other labour market services are shared by the government office with an experienced civil society organisation. The county council, the government office and the BOKIK will be members of the county pact. The target group will be further reached through social support and civil society communities. During the preparation, there was a number of consultations between the actors involved. The cooperation shall be based on a work plan-based task planning. There is a risk that the workforce corresponding to employment needs is unavailable or that larger enterprises will not be able to maintain statistical staff in the previous year. The project should be coordinated with other public EU-supported labour market programmes. Coordination shall be ensured by the Government Office. All three factors put at risk the achievement of indicators and the use of resources. Reducing risks requires active communication with businesses, matching job profiles to real needs and improving job-seekers’ labour market competences. The success of the project is conditional on a still favourable investment environment. The project contributes to encouraging the creation of new jobs in Miskolc and to maintaining the population through improving the success of the job search and helps those who want to settle in employment. The operation of the Pact organisation is ensured by Miskolc MJV Municipality as a statutory organisation in the long term (beyond the funding period). The project takes into account the objectives of equal opportunities, ensures gender balance in job search and encourages employment and training for people with disabilities. The project does not exclude any target group and pays attention to the integration of Roma into the labour market.
