From the point of view of TOP-5.1.1, the aim of the complex development of human resources development in the district of Szekszárd, as in the whole of Tolna county, is to establish an active employment partnership and to increase employment in the region. The biggest challenge of the project is the input page. The operation of this project concerns the area of Szekszárd district. Consultations with the organisation and designers of the county pact were ongoing. Based on the established relationships, the programmes complement each other well, and there is no overlap of content or geographical scope between the projects. The overall objective of the project was to increase employment standards overall due to the unfavourable labour market situation in the county and has specific objectives in three professional areas: industry/processing industry, public services and tourism. The applicant consortium shall be composed of three members, and the implementing Consortium shall be composed of three members: Szekszárd City of County Rights, the Tolna County Government Office and the Association to Work Against Tolna form the implementation KT member. In addition, mandatory partners such as the Chamber of Commerce and Industry and the Tolna County Municipality will be involved. During the development of the partnership, the project partners were involved on the basis of their target groups and expertise for the target group, or the expertise of the target area. For this reason, we count as partners for local, non-profit organisations involved in employment (such as Fonavita Nonprofit Kft. — disabled working capacity, KT-Dinamic Nonprofit Kft. — inactive, social employment, the Szekszárd and Area Tourism Association — tourism, etc.), employers at different employment levels (e.g.: Samsonite Hungary — manufacturing), and other organisations such as the Regional Innovation Agency or the Szekszárd Vocational Training Centre — young people. The first main activity for these activities is the part of the Employment Pact. The feasibility study is carried out on the basis of procurement involving local actors. This includes an analysis of the situation linked to the establishment of the Employment Pact. In the current year, after the conclusion of the Grant Agreement, the employment strategy and action plans will be drawn up, as well as the work programme and project plans distributed among the exact partners. Preliminary needs assessments have been carried out and will be clarified by further labour market and business development surveys. The establishment and operation of the Pact Office is the responsibility of the municipality, where operational experience is collected, shared and detailed documentation of the project process is carried out. In connection with the last milestone, the qualification required for project closure will also be obtained on the basis of the OFA standard. The second main activity, which is part of the programme relating to the training and employment of the target group, will be organised to organise training courses to promote employment and to support participation in them. Job support will be wide-ranging (salary support, wage cost support, travel support to work, childcare during training). Support for labour market services (subsidisation of travel costs related to the use of services, compensation for earnings, childcare during the service period) is planned on the basis of OFA standards. We also support self-employment and the reimbursement of the costs of occupational health and training aptitude tests, as well as additional services. The current situation of child care benefits has already been identified in the Feasibility Study in relation to activities which are not eligible independently but are carried out on a mandatory basis. Publicity is also ensured. In connection with the management and implementation of the personnel requirements, we count 2 project management staff on the implementation side, 2 key pact coordinators at the Gestor, 4 implementers in the case of the Government Office, and 6 implementing persons at the Re-Working Tolna Association. Cohesion with local planning and development documents (ITS, ITP, HEP, etc.) will also be ensured separately in relation to optional complementary activities, in particular vocational training related to the local craft industry/service; encouraging the consumption and purchase of conscious regional and local products; local economy and product development mentoring — process support — expert support; a local product and service chain and package design and development strategy; the foundation and community integration of investment promotion activities and local economic development projects developed; economic and employment-focused business forums, events and support for exchange of experiences were included.
