Local employment cooperation in Sopron Municipality and City Area

The overall objective is employment and economic development; establishment of a comprehensive national pact system at county level, based on local agreements. The direct objective is to support the training and employment programmes of county-based urban employment cooperations (pacts), to increase their scope of activity, effectiveness and efficiency, as well as to increase employment by implementing action plans at local level and to provide jobseekers with jobseekers. There is a two-tier — county and MJV/local — intervention. Following consultations with Győr-Moson-Sopron County and Győr MJV Municipality, the two MJVs implement their programmes in the area of cities and their districts. Area of intervention of this project: Sopron MJV and the entire district of Sopron. Scheduling: 1st step, 60 months with a maturity. Envelope: HUF 903 million. The implementation will take place in a consortium of 4 members. Driver: Municipality of Sopron MJV. Members: GYMSM Government Office, Sopron City Development Ltd., Sopron and Környéke Family and Child Welfare Institute. The target groups are disadvantaged persons and inactive persons seeking employment in SMJV and Sopron district, registered customers of GYMSM KH and those at risk of long-term unemployment, according to the relevant legislation in force. Gyms County has the lowest job-search rate (2.2 % in 2016 compared to 7.8 % at national level), while the employment rate (67.9 %) is 3.1 percentage points higher than the national one. Therefore, both in the county, in Győr and in Sopron, compliance with mandatory inclusion indicators and coordination with the same target groups of other running programmes, e.g. GINOP, are particularly challenging. Main interventions: SMJV establishes a partnership with relevant actors, prepares an analysis of the economic and employment development situation, then prepares a strategy, develops and implements a pact programme. It coordinates economic and employment development, coordinates the economic development services available in the geographical area of the Pact, maintains active links with labour market actors, in particular with employers and training organisations, develops and implements labour market, training and employment programmes, and contributes to better meeting the labour needs for business development. The interventions comprise 2 main sets of activities that can be implemented jointly by the consortium partners. Main activity 1 — Establishment of employment agreements, establishment of a pact — Completion of a comprehensive employment situation analysis — Completion of labour market, business development and labour demand assessments — Completion of a feasibility study — Coordination of county-local/MJV pacts through meetings and workshops — Developing and revising a detailed employment strategy and action plan — Developing a work programme for the implementation of the Strategy/Action Plan of the Employment Pact — Establishment and operation of a Pact Office — Design of a Pact Organisation, establishment and operation — Compact conclusion — Collecting good practices at home and abroad, networking, pact incubator — Thematic communication tasks related to the pact organisation — Project management — Providing publicity SMJVÖ, SVF LTD with the involvement of external service providers 2. main activity — Implementation of labour market programmes, training and employment of the target group 2.1. Mandatory activities that can only be carried out by the GYMSM KH: — Support the continuous, subsidised or unsubsidised employment or self-employment of the target group for a minimum of 6 months, up to 12, and 24 months in the case of HHH workers; — Support for job-seekers under the programme, targeted training and/or employment focused on filling a specific vacancy, based on existing/explored labour needs in the region. The main activities related to the training and employment of the target group, to be carried out within the scope and duration of the Regulation of the GYMSM KH: a) Support for participation in training to promote employment b) Job aids c) Support for the use of labour market services (d) Support for self-employment e) Reimbursement of occupational health and training fitness checks and costs 2.2. Other labour market activities affecting the target group: The projector is the consortium partner involved, who, in close cooperation with the GYMSM KH, under the professional supervision of the KH 30/2000.
