According to data for February 2016, 25,287 people of working age lived in the administrative area of Salgótarján County City (15-65), of which 10 % (2.529 people) were registered jobseekers, below the rural average (counties without Budapest). However, when comparing the number of registered jobseekers to the number of continuously registered jobseekers (>365 days), it can be concluded that 42.19 % of registered jobseekers in Salgótarján are permanently unemployed, which is high in relation to county (31.38 %) and rural value (28.58 %). While there has been an improvement in the number of jobseekers in recent years, the values of Salgótarján are still outstanding at national level. The data represented and the real needs after work highlight the rationale for the implementation of the project and the mobilisation of additional resources to restore and improve the city and its population economically. The project is a mandatory consortium member of the Municipality of Salgótarján Municipality and Salgótarján Employment Non-profit Kft., as a mandatory consortium member of the Nógrád County Government Office (Employment Department) applying for funding. The project, the pact and the territorial competence of the employment agreements only extend to the administrative boundaries of the municipality of Salgótarján County. The total duration of the project will run from 15 February 2016 until 14 February 2021. The target groups classified as disadvantaged according to the project call, the planned inclusion date of the Nógrád County Government Office is the first quarter of 2017. Prior to the submission of the grant application, the Pact Office was established on 15 February 2016, which is responsible for the continuous partnership building, the involvement of businesses in the pact organisation, the development of cooperation networks, their maintenance, the organisation of events, brainstormings and workshops related to the project. The Municipality of Nógrád County, Nógrád County Chamber of Engineers and the competent State Secretariat of the Ministry of National Economy will be involved (mandatoryly) in the municipal pact with county law. The Pact Office will operate throughout the project. The Pact Office was established within the organisational framework of Salgótarjáni Employment Nonprofit Kft. During the implementation of the project, it is the task of the Municipality of Salgótarján County to carry out an employment analysis covering the area of the Pact, to investigate the situation of the region on the labour market, to analyse the causes of the problems arising, to develop a strategy, an action plan and a work programme. The Employment Department of the Nógrád County Government Office is responsible for the implementation, professional adequacy and quality of the labour market activities concerning the target group involved in the project. In addition to the recruitment of the target group, the inclusion of individuals in the programme and the organisation of training, it provides grants to the jobseekers involved in the project. Depending on the time actually used, training courses (12 courses in groups of 16 people), work experience grants (90 days), wages and related contributions (6+ 3 months) of individuals over 50 years of age involved in the project will be financed 100 % between support schemes and support for self-employment (6 months); furthermore, wage subsidies are subsidised at an aid intensity of 70 % (8+ 4 months). In addition, it provides support for the reimbursement of travel costs for the target group included in the Pact and the provision of childcare during the period of access to labour market services, as well as covering the costs of occupational health and fitness checks. In addition to the full management of the project, Salgótarjáni Employment Nonprofit Kft. performs other labour market activities in professional implementation. Is responsible for just-in-time transmission of labour market information, provides services (operation of local information point, career guidance, personality development, mentoring, information, awareness raising) and conducts a communication campaign through appropriate channels and is responsible for providing mandatory publicity. It helps individuals who have dropped out of the programme’s support to become self-placed and helps to prevent early school leaving. The amount planned for the support of the target group in the project is HUF 439.113 869, and the amount planned for the provision of the target group is HUF 98.632.176 (of which the cost incurred by the Nógrád County Government Office is HUF 49.326.576, and the cost incurred by Salgótarján Employment Nonprofit Kft. is HUF 49.305.600) in total HUF 537.746.045, representing 70.02 % of the total budget.
