Tatabánya Employment Pact

The area of the Tatabánya Employment Pact comprises the area within the administrative boundaries of the Tatabánya city and the area of the Western Industrial Park, which is partly situated in the municipality of Környe. The consortium, led by the Municipality of Tatabánya MJV, aims to implement a well-functioning employment partnership within the framework of the project, which greatly helps to improve the employment situation of the city and the industrial park. The overall objective of the project is consistent with the overall objective of Tatabánya I as set out in the ITS, which aims to achieve a competitive economy with a high added value. The objective of the grant application is to contribute to the objectives of the Europe 2020 Strategy in the field of employment by developing and implementing local employment and economic development programmes. Based on the labour needs of businesses and other employers in its area, the Pact implements training and employment programmes, which contributes to the expansion of the labour market, to the training and employment of disadvantaged and inactive target groups wishing to work in the region (as defined in point 3.2.2 of the call) and to strengthening cooperation between actors. The justification of the project is confirmed by the fact that the educational indicators of the registered unemployed in the region are extremely unfavourable, whereas there is a significant demand for skilled workers on the part of employers. In some professions, businesses do not find adequate labour force, which discourages economic growth. Preliminary surveys have identified a number of training needs, some of which can be implemented under the programme and involve target groups. On the basis of the most recent labour management survey, it is expected that we plan to launch OKJ and/or other training courses related to manufacturing, machinery and parts manufacturing, health and social professions. The consortium allocates more than 70 % of the project budget to train and support the target group’s access to employment. According to the project’s objectives, the grants will involve 205 people in the labour market programmes, of which at least 90 people will be employed, with 58 or more employees after 6 months after the grant. Division of tasks of the consortium: The task of the local government of Tatabánya MJV is to provide information, awareness raising, mandatory publicity related to the project, intensive marketing activities (e.g. information brochure, events, project website), organisation of a job fair, monitoring of the pact and ensuring the acquisition of certification. The tasks are provided by experienced staff of the Strategic and Tender Office and external service providers are involved. Economic Development Organisation of the Municipality of Tatabánya Nonprofit Kft. (GSC) operates the project management (1 financial manager and project manager) and the Pact office at its own headquarters (2 professional implementers). It implements an investment promotion programme and involves 4 additional staff (recruitment-selection experts, mentors, corporate contact and career guidance counsellors) and specialised experts on an ad hoc basis to support the development and placement of the target group by providing labour market services. Labour market services are provided in close cooperation with the Department of Employment (EMKH) of the GFSZ Komárom-Esztergom County Government Office. The KEMKH intends to employ 3 full-time labour market professionals in the project for the implementation of labour market services, as well as 3 staff implementing staff to coordinate and document the professional tasks. The employees participating in the labour market service are selected in accordance with GM Decree 30/2000 (IX.15.) in both organisations, and the professional implementers have relevant qualifications and work experience. The applicant involves the county government and the Hungarian Chamber of Commerce and Industry in the Employment Pact. During the preparation, the involvement started, and further conciliation meetings with the county and county chamber will take place in May-June on the details of their involvement in the Pact and their duties. The Employment Partnership cooperates with the State Secretariat for the Labour Market and Training of the National Economy (or the Government Office representing them) to coordinate labour market interventions and synergy with subsidies. Among the objectives of the Pact, the development of human resources needs for child care capacities supported by the TOP TC8 ERDF is a priority, with an emphasis on supporting these needs in the form of training and employment grants. The development will be carried out in coordination with the EDIOP and EFOP employment programmes.
