In the city of Salgótarján (based on the 2011 census data of the KSH) and in accordance with Article 342/2014. On the basis of segregation indicators as amended by Government Decree (XII.19.)) there are 11 segregated areas and 4 demarcated areas at risk of segregation. From the segregates included in the Integrated Urban Development Strategy of the City of Salgótarján, based on the resources available/callable under the TOP, 2 segregates were added in the ITP by name, with development priority. One of the development segregations is the Forgách colony segregation (Forgách Antal colony — Somlyó út — Kazári út). The primary criterion for the demarcation and selection of the action area was that there had been no development, infrastructure or catch-up programmes in the area currently planned and affected by development and intervention. In terms of location, it is located on one of the periphery of the city (distance from basic, accessible services), poor public transport, partly missing point infrastructure, poor opportunities and worse socio-demographic indicators compared to the city average. The action area demarcated in ITS covers the entire area of the Forgách colony segregation, but it contains 2 segregates. Within the framework of this scheme, the Consortium established for the implementation of the complex programmes at Forgách-telep concentrates only on the territory of the Forgách colony segregation. However, it does not exclude the participation, presence and participation of other persons living in the action area and the urban population (the maximum participation, presence and participation of the population that can be involved and eligible in accordance with the call for objects) from the implementation of the programmes and activities. According to the 2011 census data of the HCSO, 181 people were inhabited in the Forgách settlement segregation. According to the assessment of needs carried out during the preparation of the Preparatory Project Study for the submission of the grant application, 120 people lived in the area (October 2017). The project aims at the social (re)integration of the Forgách settlement segregation as a community living in an urban area. The project underpins (prevents) the complex developments planned under the TOP-6.7.1-16-ST1 project entitled “City Rehabilitation at the Forgách settlement”, which will be implemented for a minimum of 6 months after the implementation of the programmes and professional activities specified in the application for support. The programmes and activities set out in the Application for Subject Support and their documentation (attached) contribute to maintaining the population, improving the quality of life and achieving “better” (better existence). The project will ensure that disadvantaged and multiple disadvantaged working age populations catch up and reduce social inequalities. According to the target area needs assessment carried out for the preparation of the Project Preparatory Study, 5 (valid) problems can be identified in the area, which determines the objectives of the material aid application, these are: improving the quality of housing and infrastructure and reducing housing uncertainties; improving the availability of services; the provision of public and useful leisure spaces for all age groups through Community programmes; the settlement of debt accrued by households; and improving the situation of residents on the labour market. The programme elements are based on two important interlinked methodological pillars: intensive social work and the creation of a community space. Intensive social work is complemented by other activities that address the social problems of the target group in a complex manner, reduce their intra-urban segregation, while at the same time strengthening the social cohesion of the local community (e.g. job search services; housing and legal counselling; debt management and household management advice; Worthy Housing for Everyone Debt Settlement Model; sport programmes; children’s and youth programmes; health programmes; vocational and other training courses; community programmes (clubs); participatory planning and community development; access to services on site. During the implementation of the project, an Individual Development Plan will be prepared for those living in segregation and, if required, for those living in the action area (if relevant), which will be reviewed at least 11 times (3 months) during the project implementation period (36 months). On 14 December 2017, the Support Group, which is part of the Subsidy Application, held its inaugural meeting. The Municipality of Roma Nationality, VGÜ Nonprofit Kft., Salgó Vagyon Kft., Csaba Jelinek — individual, Gregor Szabolcs — private individual, Dóra Dalma — private individual and Somlyó-Forgách community association. At its inaugural meeting, the Support Group adopted the activities and programmes set out in PET.
