a) The overall objective of the project is to strengthen the identity and cohesion of local communities in the 11 target areas designated in the administrative area of Győr City, to strengthen the connection of local communities to the city or parts of Győr, to boost community life, to improve quality, to strengthen community engagement, to make the neighbourhood more liveable and to increase the capacity of the population. A total of 11 target areas were identified in the project: Target area 1: Győrszentiván and Likócs Target Area 2: Ménfőcsanak and Gyirmót Target Area 3: Island, Pimeld, Downtown Target I. 4: Downtown II. and Révfalu Target 5: Nádorváros I. and Jancsifalu Target Area 6: Nádorváros II. Target area 7: Marcalváros Target Area I. 8: Marcalváros II. Target area 9: Adyváros Target Area 10: Szabadhegy and Kismegyer Target area 11: The sub-objectives of the project and the matching will be described in point 1.2 of the founding document. b) Self-eligible activities: — Survey and planning with the participation of the Communities — Historical exploration and making available to the public of Community activities — Implementation of Community actions, activities and events — Implementation of Community programmes and processes — Local public forums — Participation forums — Review and renewal of documents — Information point — Providing professional quality for activities that are not self-eligible: — Equipment procurement — Implementation of community actions, activities, events, programmes and processes in parallel with the development of a local action plan — Partnership cooperation — Community planning — Infocommunication accessibility — Provision of publicity The professional content of the activities and the alignment with the defined objectives are set out in point 2.1 of the founding document. c) The community development process carried out in the framework of the project is carried out in the framework of a community working mode, which gives the members of the community importance, taking into account the minimum of 500 settlements and 15000 inhabitants. The Community programmes, processes and events — linked to the development goals — have 36 months to be carried out, which will be implemented along a structured theme with the professional content developed in the Local Action Plan. The development goals within the activities are in line with the objectives set out in the Integrated Urban Development Strategy of the City of Győr and the Local Equal Opportunities Programme. The city of Győr has TOP CLLD Local Community Development Strategy, which is why the individual activities have been defined in the founding document. In the context of community-based surveys and planning, the established mandatory methods shall be applied. Community actions, activities, events, programmes, processes, participation and public forums, information points and quality assurance are implemented on the basis of the Local Action Plan. At least one employee of the community developer involved in the implementation, Dr. Pál Kovács Library and Community Space, as a consortium partner, as well as the professional leader of the project will receive a community development qualification, certificate within 3 years, and the staff will participate in the trainings provided by the priority project “Communities in Action”. The project includes ICT accessibility as a mandatory and ineligible activity. Environmental and equal opportunities legislation is enforced throughout the project, and the protected natural and cultural values will be preserved in the area affected by the project. There is no expression of segregation in the events taking place, communication and behaviour, as well as prejudice for certain groups. The project will be implemented between 01.10.2018-2022.11.30. When designing the milestones, the conditions set out in Section 3.4.2 of the Call have been taken into account and meet the expectations set out in point (d) fulfilment of the conditions set out in the section of the Call for Content Assessment. The project is in line with the objectives set out in the Call and contributes to their achievement. The application is submitted by the Municipality of Győr, which does not fall under the grounds for exclusion set out in point 4.2 of the Call. The project will be implemented in a consortium, in which both parties have appropriate professional experience. The founding document has been prepared with content corresponding to the evaluation criteria, with a proper description and detail of each point, which has an impact on sustainability, equal opportunities, cost-effectiveness and effectiveness. Community development focuses on bottom-up initiatives. Realistic and achievable milestones have been identified in the project, potential risks and their degree of danger have been identified and proposed solutions for these
